Page Three

late and that it appears that the Recreation Department will now wait until Spring 2001 for
correction of the roof. The Recreation Center will be placing buckets in strategic locations –
where the leaks historically occur – until the situation can be alleviated for the funded roofs. Mr.
Morgan further explained that there are canopy roofs: the ice rink, tennis courts, the gym and
pool, with a flat roof joining them all together. There are continuing problems with a flat roof
joining canopy roofs with water seeping through. Also, sometimes air conditioning units can leak
water on a sunny day, with a leak occurring. Mr. Limpert asked if there are any unfunded
problems that must be addressed. In theory, because the roof was done 10 years ago and is
basically sound, the roof situation is handled except for maintenance and spot checks. Mr.
Morgan replied that as the problems arise they would be addressed, the weak portion being the
tennis membrane, which should give the Recreation Department another five years.

Mr. Limpert stated that we have funded Engineering’s study for park improvements and that we
will now fund what Engineering determines. The Recreation Department will determine what is
needed for the rink and outdoor pool for major renovation. Mr. Jenkins will provide a capital
improvement plan and meet with Tom Stein and the Engineering Department regarding park
improvements before the next meeting.

Mr. Morgan reported on the dedication of the new shelter in the Park on September 26, 2000 and
the good work Mr. Bohlmann’s and Mr. Stein’s crews did to build the shelter, a large polygon.

Mr. Morgan met with Don Copeland and Tom Hatfield regarding the U.S. Soccer Federation,
which organization gives away monies to different groups on a December deadline to develop
new soccer fields. It would be possible in 2001 to receive a $150,000 to $200,000 grant, but we
must have the funds to match it. The Recreation Department is looking at the leaf dump site for
this field by relocating the dump and flattening it for the soccer fields, placing parking in the area
in between the two soccer fields, with a tunnel underneath the road for pedestrian traffic. Messrs.
Copeland and Hatfield were instrumental in getting Barton-Bradley off the ground 20 years ago,
and they will prove invaluable, likewise, in this endeavor.

Mr. Morgan reported that rink event lighting and a new sound system as well as Diamond #2
lighting have gone to bid. Mondo flooring in the concession and game areas is scheduled for
th
November 20, and the warming area will be done in June for the safest application. After six
years, we are finally up to eight compressors, that is, full capacity, in the rink. The Recreation
Department is considering opening the ice arena in July of 2001 instead of mid-August, which
will boost revenue.

$8,000 has just been spent on a pool paint job as preventative maintenance. Everything metal
was painted in the pool area: beams, superstructure, lights and duct work. It is a welcome
change for the Recreation Department in getting money for preventative maintenance to keep it
clean in non-crisis management. The patrons lost about 12 days in the pool, but it was
unavoidable due to breakdowns of the paint lift and lost man hours because of strong paint
fumes. However, because the outdoor weather in the early Fall was good, we were able to use
the outdoor pool for indoor pool recreation. Mr. Stein and his maintenance crew were very
effective in repairing two holes in the deep end of the pool.

INFORMAL MEETING
Recreation Commission
October 16, 2000
Page Four
