don’t have a zero-based budget going on, and Mr. Jesse is
still not convinced that the Recreation Center is offering
programs that are still viable.

Ms. Hayes noted the extreme fluctuation in tax revenue on
one of the financial reports; it’s not currently tied into the
recent levies but also that many people contest their
(property) tax increases. Part of that money is targeted for
the Recreation Department, so that would be some of the
problem. There was a huge decrease in 2001 compared to
all the other years—why compared to other years? One
problem could be (income) tax money going to Cleveland
erroneously, e.g., Circuit City, because a particular office
for Circuit City might be in Cleveland and, therefore, all
the tax money would be credited to Cleveland alone, rather
than all stores in the outlying suburbs.

Mr. Baxter noted that the Commission needs updated
expenses for comparison purposes. Mr. Jesse stated he
was not ready to speak on the subject before consultation
with Barb Bittner (the Recreation Center Bookkeeper).
Accurate, up-to-date expense/income reports are generally
very precise but, because of the financial condition of the
City, the Recreation Department, together with City
Council and City Hall, will work together for accuracy.

Page 6
