don’t have a zero-based budget going on, and Mr. Jesse is <br />still not convinced that the Recreation Center is offering <br />programs that are still viable. <br /> <br />Ms. Hayes noted the extreme fluctuation in tax revenue on <br />one of the financial reports; it’s not currently tied into the <br />recent levies but also that many people contest their <br />(property) tax increases. Part of that money is targeted for <br />the Recreation Department, so that would be some of the <br />problem. There was a huge decrease in 2001 compared to <br />all the other years—why compared to other years? One <br />problem could be (income) tax money going to Cleveland <br />erroneously, e.g., Circuit City, because a particular office <br />for Circuit City might be in Cleveland and, therefore, all <br />the tax money would be credited to Cleveland alone, rather <br />than all stores in the outlying suburbs. <br /> <br />Mr. Baxter noted that the Commission needs updated <br />expenses for comparison purposes. Mr. Jesse stated he <br />was not ready to speak on the subject before consultation <br />with Barb Bittner (the Recreation Center Bookkeeper). <br />Accurate, up-to-date expense/income reports are generally <br />very precise but, because of the financial condition of the <br />City, the Recreation Department, together with City <br />Council and City Hall, will work together for accuracy. <br /> <br /> <br />Page 6 <br /> <br />
