? <br /> <br />Expenditure Projection – broken down into appropriations as utilized (listed are those points <br />specifically touched on) <br />Wages: Full-time is based on either 3% or union contract wage provision. Part-time is based <br />on raises for current employees, as well as bringing the current wage scale up to current <br />standards with revised categories/levels for each department, as well as, a buffer for additional <br />employees needed in each department to properly staff busy months or events. <br />Claire asked if we pay lifeguards more than the concession workers. Todd answered yes, as <br />the job necessitates more responsibility we do keep the lifeguard wages up. <br />Special Recreation: Program for the handicapped; consists of 2 instructors and an assistant; <br />the instructors must be board certified in special education, the assistant may be a teacher <br />Building Equipment & Capital: Expenditures have been scaled back from 2001; Utilities is <br />expected to decrease slightly; Capital Improvements has been cut back; Cleaning now includes <br />Barton & Bradley soccer field restrooms, thus freeing up our maintenance crew to <br />concentrate on the North Olmsted parks <br />Administration: The wage-related items, insurances, and bank charges are based on fixed <br />numbers or percentages as per Finance and Personnel <br />Programs: Park Supplies includes the $4000 grant for the recyclable items, and safety zone <br />materials for the playground not installed last year. Jeff Marshall, who will be under contract <br />for Learn to Skate and summer ice programs is the reason for the substantial increase of <br />Special Services. Sandy inquired what Refunds covers. Todd stated that it is monies set <br />aside for refunds on programs that are canceled, or requested by patron due to injury or <br />illness or other various reasons. Lisa inquired if refunds are given at 100% of paid amount. <br />Todd stated that if it is due to our cancellation of a program we give a 100% refund, if the <br />patron requests a refund we issue a refund on the amount paid, minus a $2.00 processing <br />fee, and if some classes have been attended, the refund amount is prorated. Advertising <br />covers the printing of the brochure twice a year, plus Yellow Pages advertising, and with any <br />leftover monies at the end of the year, we purchase such items as employee t-shirts and hats <br />for learn-to-skate students to wear with our logo on it; Holiday Celebration covers our costs <br />for Fourth of July and Spring Open House <br />Fund Transfers: Covers debt/bonds issued to encumber costs of improvements above and <br />beyond our operating budget expenditures <br />? <br /> <br />Capital Improvements – Items of urgency to note: Need to move forward on emergency <br />electrical repairs; wish to replace pool grandstands; need to install door/entrance to <br />administrative offices via existing concession storage area; Mondo flooring installation needed <br />for new party area. However, grandstands may not be feasible if ADA grant was not <br />encumbered in 2001; may need to encumber out of this year’s Capital Improvement fund. <br />Michael inquired if the Zamboni garage door is an actual quoted amount, as it seems a bit <br />high. Todd stated that this is a figure given by Tom Stein, he would have Tom check on that <br />figure again for accuracy. Michael inquired if a modest sign to announce the recreation <br />center by Lorain Road has been considered, since the road sign desired is not currently <br />financially feasible. Todd said it has been considered, however, he feels that to spend $5000 <br />for sign that will (soon) be replaced is not wise. Michael reiterated that it only needs to be a <br />very modest “welcome” style of sign, nothing extravagant for now. Todd concluded that this <br />indeed could be considered again. Bill inquired if there was still power to the location of <br />the former sign. Todd replied “yes”.
