Minutes of a Meeting of <br />The North Olmsted Parks and Recreation Commission <br />September 10, 2007 <br /> <br />Mr. DiSalvo said that the third page of the financials, the Month-to-Date revenue detail, is a <br />breakdown of where the money is coming from in each cost center. <br /> <br />The Commissioner asked if there were any questions on the financials. <br /> <br />There was one question: last month expenses for Gymnastics were a little high and this time around <br />the gap has been closed a little bit. Is there any concern about the Gymnastics Program. Mr. DiSalvo <br />said that what Karrie (Tipton) told him was that the Gymnastics Programs generally generate more <br />income during the fall/winter season. Gymnastics is not a Rec Program. Karrie leases the Rec to run <br />her operation. <br /> <br />Mr. DiSalvo asked if there were any more questions on the budget. <br /> <br />Mr. Scarl asked if Ms. Tipton was an employee of the City. Mr. DiSalvo said that she is a contracted <br />employee. Mr. Scarl asked if the contract was renewed through Council only as a subcontractor, per <br />se. Mr. Dailey said this is correct. Mr. Scarl said this is the same as with the Concessionaire. Mr. <br />DiSalvo and Mr. Dailey said this was correct. Mr. Scarl asked if there were competitive bids for Ms. <br />Tipton. Mr. Dailey said no; the City of North Olmsted has been pleased with her performance over <br />the last eight, nine years: since ’99. She’s done a great job with it, and the parents that have gone <br />through it have spoken well of her and the program, so that’s enough for the City. Mr. Scarl asked if <br />anyone else would show an interest in the Program, would it be open to bidding? Mr. Dailey said yes, <br />but the City has never been approached by anyone else. Obviously, if there is any other interest, the <br />City would be more than willing to listen to them. Mr. Baxter asked why she isn’t an employee after <br />all these years; why is she an independent contractor? Mr. DiSalvo said that he did not know how the <br />whole gymnastics programs started. Ms. Drenski thought that Ms. Tipton bought the business from <br />the person who started it. Mr. Dailey said that there is a graduated fee paid back to the City of North <br />Olmsted based on the revenue she is generating. He said that he and Ted (DiSalvo) went over her <br />contract, thinking that perhaps the City wasn’t getting a good deal, but after looking at the numbers, it <br />was more than fair, both to her and the City. It would cost the City of North Olmsted so much more <br />to make her an employee of the City, with benefits. <br /> <br />2007 and 2008 Parks and Building/ <br />Operational Priority Items <br /> <br />Diamond #1 Infield Renovations <br /> <br />Mr. DiSalvo said that soon enough there will be a capital improvement/capital outlay list made by the <br />Parks and Recreation Department: <br /> <br />Priority items: Diamond #1 infield renovations: North Olmsted High School has yet to confirm joint <br />financial participation with Hot Stove and the Rec Department to renovate and improve overall <br />conditions on Diamond #1. The Rec Department does not use Diamond #1 for any in-house <br />programming; North Olmsted High School and Hot Stove are the main tenants of Diamond #1 <br />Page 4 <br /> <br />
