Again, that is minimizing interference with <br />ongoing recreational center activities including interference with individuals who are both <br />participants and spectators. This will include regulations to reduce interference with ingress and <br />egress to the facility or any event occurring therein. As to the facility, the only change that was <br />recommended by the Sub Committee was an attempt to carve out an exception for a political <br />subdivision, such as county government registering voters which takes place within the lobby. <br /> <br />Facility usage regulations: the recreation center gathering rooms, swim, ice and multi-purpose <br />shall be available for use to any person or group currently enrolled in a recreation center activity, <br />provided the use of such gathering room is in furtherance of and promotes the activity enrollment. <br />Promotes includes, but is not limited to, organizational meetings for any group affiliated with the <br />recreation center or those individuals promoting health, fitness or wellness. The use of the room <br />shall be subject to (1) hours of operation; (2) availability; and (3) scheduling with the recreation <br />commissioner not later than 72 hours prior to anticipated use. Under no circumstance shall any <br />portion of the administrative wing of the recreation center be available for the general public or <br />rec center patrons to gather for any purpose. <br /> <br />The above are the two regulations the Sub Committee made as recommendations to the <br />administration. Mr. Dubelko felt it appropriate that the Commission not exceed its jurisdiction by <br />attempting to put these regulations into place. He felt it was more appropriate to make <br />recommendations and then let the administration act as it sees fit. One recommendation was to <br />restrict the usage of the rooms to normal business hours. Mr. DiSalvo suggested hours of <br />operation. It used to be that under no circumstance any portion of the Rec Center that was in the <br />administrative wing of the facility be available for gathering to any person for any purpose. The <br />Sub Committee felt that this room is used by the Rec Center, so it can't be "for any reason or any <br />purpose". The Sub Committee thought this too broad, so it was thought best to limit this to the <br />general public and not the staff. <br /> <br />Mr. Gareau asked if any member of the Commission had questions on what the Sub Committee <br />brought to the general meeting. Mr. Kelley asked if there is an avenue for another entity to come <br />into the administrative wing for use, e.g., the Red Cross. Mr. Gareau responded that the <br />administrative offices be left for administrative purposes only. There are three other rooms in the <br />building for use. Mr. Kelley asked if the use of the administrative wing could be at the discretion <br />of the Rec Commissioner. Mr. Gareau responded that once that happened, it could create more <br />problems than not; it's best to leave the administrative wing for business purposes only. <br /> <br />Mr. Gareau then made a Motion that the Rec Commission adopt the proposed regulations strictly <br />for purposes of recommendations to the administration for enactment of the two policies.
