Recreation Commission Meeting
January 5, 2004

said that someone at the Rec Center told him the wrong information. Mr. DiSalvo reported that
the newspaper will do a retraction. He's not satisfied with the newspaperman's source; it was not
researched well, he's a free-lance journalist who is part time with the newspaper. Mr. Kelley said
that, for future reference, his business could have located a motor the next day. He works for
businesses dealing with motors and pumps. He suggested that Mr. DiSalvo talk to the Service
Department, pull the outside pool motor, send it out and get it tested before it's started. The new
thth
bleachers are installed, in time for rescheduling the Meet, either on the 9 or 10. One of the
Meets will be made up. There was a significant amount of revenue lost because of the loss of the
Meet, as well as the loss of the water for four hours. The water broke before the Rec's turn-off.
It was suggested that it might be on the City of Cleveland's dime. Mr. DiSalvo said that,
supposedly, the Rec Center has its own line coming into the pool.

In future, because of what happened in the pool, maintenance is going to get a list (because the
Rec's equipment is so old) of critical pieces of equipment, find out who's got the parts to them, so
the Rec Center can have a back-up here instead of scrambling. In the meantime, the
Commissioner will get the process rolling if things need to be rebuilt, to get all the parts available
right at the Rec Center, if not the entire units. Mr. Gareau said that this makes a lot of sense.
Prevention efforts will be put into place immediately.

Security Phase Two

On behalf of Mr. Jesse, Mr. DiSalvo said that Security Phase Two is completed. The hard
security placement such as resident card swipes and relocation of the ticket booth has been
configured. Mr. Rice will be coming this month and will be establishing recommendations. The
th
Commissioner and Ms. Drenski will be going to Brook Park on Tuesday, January 6, to view its
operation. They have the least expensive but probably the most reliable security system, that is,
allowing resident cards to be swiped. If you don't have your card, state your business, and then
you are buzzed in, like an apartment. The three exit doors by the multi purpose room would be
the entrance, and the exit would be behind the ticket booth. A new reception desk will be built.
In line with that, a person could be swiped in or check in with the receptionist. Right now, with
both halls open next to the ticket booth, if someone is busy, anyone can walk right through. As
far as security cameras are concerned in the pool, the rink area and other back locations where
traffic isn't too high, a problem exists. Someone has to watch the camera at all times.

Financials - Expenses

Linda Andrews was able to run off the final numbers for 2003. In wages, the Rec Center is
getting a little more control and not wasting as much. Concession wages concern the
Commissioner, and he wonders why the figures run two percent over. Expenses were controlled.
Please note: where shown as 17% for capital improvements, a lot more was encumbered for
2004. New basketball courts will be started in April or May. Anything down for capital
Page 4
