Minutes of a Meeting of <br />The North Olmsted Parks and Recreation Commission <br />April 4, 2005 <br /> <br /> <br /> <br /> <br />SUB COMMITTEE REPORTS <br /> <br />Collaboration between the Rec Center and School Board <br /> <br />The Chairman turned the floor over to Mr. Lasko in connection with the Sub Committee Report. <br />Mr. Lasko replied that, at the March meeting, a Sub Committee had been formed consisting of <br />Mr. Baxter, Mr. Miller and himself. They met, together with Mr. DiSalvo and Mr. Kelley, to <br />discuss what was proposed at the last meeting: a method and manner in which there can be <br />greater cooperation and economic responsibility for park and recreational facilities in the City of <br />North Olmsted in terms of common usage between schools and the city. The nature of the <br />discussion was follows: there will be an investigation of the current relations between the schools <br />and the city and the cost associated therewith so that if, in fact, an adjustment needs to be made <br />either one way or the other in relation to the use by one side or the other. To that end, Ted <br />(DiSalvo) has committed that he will come up with the cost numbers involved in order that the <br />Sub Committee can then take a look at what a proposal might be for the sharing of those <br />expenses in the future. For example, on a four or five year go-forward basis, (an expense <br />proposal) would begin with the year that would start as of July 1, 2005. There had been <br />discussion as to what the potential long-term use of the facilities in the City of North Olmsted <br />might be. Also discussed was where the city and the schools might be able to collaborate for the <br />benefit of the common community, but that will require identification on behalf of the Rec <br />Department. An example would be where the residents are now as well as in the future and what <br />the needs of the current and potential facilities would be. The Sub Committee discussed the need <br />for a statistically valid survey of North Olmsted residents indicating their recreational needs for <br />the future. Also discussed was a feasibility study pertaining to the existing facility and the cost <br />involved to renovate, build or duplicate the current facilities. Toward that end, it is the <br />recommendation of the Sub Committee to discuss with the broad community the need for and a <br />recommendation for both a statistically valid survey to identify what the residents of North <br />Olmsted believe their future recreational needs would be. There should also be a feasibility study <br />to determine the cost to repair, replace or build existing or new facilities to match what we have <br />now and what the needs might be based upon that survey. <br /> <br />The Motions based on the Sub Committee’s Report were twofold: one would be the <br />recommendation for a statistically valid survey for the purpose of identifying future recreational <br />needs on behalf of the citizens of North Olmsted; the second would be a feasibility study to <br />evaluate the current facility and the cost to repair or replace the facilities that are currently in <br />place. <br /> <br />Upon Motion made and duly seconded, Mr. Kelley opened the floor to discussion. <br />Page 2 <br /> <br />
