Minutes of a Meeting of
The North Olmsted Parks and Recreation Commission
August 1, 2005

(Overlapping conversation about the 30-day proposal). Mr. Miller said that the proposal will
probably hold reasonably for 30 days. Mr. DiSalvo said that after 30 days the price could go up.
Mr. Carras said it’s actually gone up a couple thousand dollars since the Athletic Department got
the last quote.

At this time Mr. Miller said that he had to leave for his other meeting, but he repeated his request
that the principles get together to see if the matter could be worked out.

The Athletic Department asked why we continuously walk the fence, no pun intended. Why?
Mr. DiSalvo said that he did not think the Scouts will be an issue; he will contact NOSO as soon
as tom`orrow (Tuesday, August 2, 2005). He did not think there would be any issues with NOSO
as well. If he could summarize: the High School is willing to pay for, install, store and reinstall
the fence from March through July; the High School uses it; Hot Stove can use it; any other entity
can use it on Field No. 1, correct? It’s a temporary fence that can be stored. (stored at the High
School, per the Athletic Department). Mr. DiSalvo agreed that a permanent field is needed, but
there’s still a fence that could made permanent. What makes it permanent and what makes it
temporary is just the way it’s made (it’s in a sleeve), and it’s probably better than a permanent
fence anyway. Mr. Limpert asked if it will be temporary strictly in its sleeves or temporary where
panels can be taken out somehow because the NOSO fence is very complex; it’s in sleeves, and
you must take off the whole roll of fencing, roll that back up, then unbolt every connection until
you get a stack of pipes. There’s no section that can be thrown on a truck. Again, Mr. Limpert
did not want to create a problem. The Athletic Department replied that the fence comes out in
ten-foot sections and is only six feet high. NOSO’s is eight.

Ms. Jones made a Motion to go ahead with the temporary fence within the thirty days after there
is a meeting of the principles involved. Mr. DiSalvo said that he could not vote. Mr. Baxter
asked if there were enough members of the Rec Commission at the meeting to vote as a quorum.
Since Paul Miller just left the meeting and it being improper to vote via cell phone, there
were not enough members of the Commission to vote on the Motion, and the meeting
became an Informal Meeting of the North Olmsted Parks and Recreation Commission from
that point forward. Mr. Limpert suggested a special meeting be called once a full quorum
is had for vote.

A question was posed: who are the people of the Rec Commission that are here right now? The
Secretary responded that there are three here; that four are needed for a quorum. The next
question asked each Commission Member in attendance his/her feelings on the matter. Ms. Jones
said she was all for it. Mr. Baxter said that he would be against it. He was asked why. Mr.
Baxter said for two reasons: again, he is not against hardball or softball, but he lives in the street
right next to it and realizes how crowded the Park can be. The more quality diamonds we put in
there and the more things we put there the more will make it more crowded in the neighborhood.
Right now, West Park is a “zoo” trying to get in and out of the light.
