Minutes of a Meeting of <br />The North Olmsted Parks and Recreation Commission <br />August 1, 2005 <br /> <br /> <br />on West Park; he lives in the area where he drives by it often; he is not personally affected. The <br />woman said that she lives in the area by Bradley Woods and she deals with NOSO, so should we <br />not have NOSO either? Mr. Limpert said he thought the point is that Mr. Baxter, as a Member of <br />this Commission, is making an observation; he is not directly affected; he was asked a question <br />and giving a direct answer, and Mr. Limpert did not think Mr. Baxter should be chastised for <br />volunteering his time to sit on this Commission and being a voting member. (More overlapping <br />conversation, part of which was asking Mr. Limpert’s vote). Mr. Limpert said: “Excuse me, <br />procedure, procedural here. It is not going to be that if we have X numbers on the Commission <br />that we say how many are present and the majority of those present will carry a Motion and that it <br />will still need to go beyond that; this is simply a recommendation from this Commission and to be <br />a positive recommendation, it’s going to take a majority of the membership of this Commission, <br />so whether someone abstains or votes no is not really an issue in the outcome, it will be on the <br />number of people voting. As far as myself, I was asked the question and, since we are short on <br />quorum, I intend on contacting the Ward Councilman and explain to him since he is the one who <br />sits where I sat for many years who will take the praise or the flack on this, and I intend on getting <br />in touch with him to find out what his feelings are.” Mr. Limpert was again asked his opinion, to <br />which he replied that his personal feelings are that he wished we had a better solution. This is a <br />patch, and patches are better than riding out on total flack, but he wished there was a better <br />solution. It’s the School’s dollars involved, and God bless you for it, but it is not the best <br />solution. It’s at least something. <br /> <br />Someone asked the Secretary how many Commission members are absent, to which she replied: <br />Mr. Lasko (School Board appointee), Mr. Kelley (City Council appointee), and Ms. Kanis <br />(Mayoral appointee). <br /> <br />In regards to the dust, one quick comment by one of the visitors: it is proposed to put special red <br />dirt that doesn’t blow around (diamond dust) to remove the problems at the Park. $75,000 have <br />been spent by Hot Stove in the last seven years on improvements in the parks: Clague Park, <br />North Olmsted Park, wherever. That’s one of the proposals. That will solve a lot of problems. <br />Mr. Carras said he already budgeted for that this year. <br /> <br />Another visitor said that there was also a recent discovery of water up at the Park this spring. <br />Mr. Limpert said that Diamond No. 5 needs more attention than ever; the City agrees and is trying <br />to make it a better situation. There will be good decisions made; not just reacting to hysteria. We <br />want to have you all say that it makes sense in the long run so that all of you would say that it <br />makes sense. <br /> <br />Once again attention was brought to the matter of the lack of quorum and a special meeting. The <br />Secretary was asked to phone the Commission Members for a special meeting. Mr. Limpert said <br />that, fortunately, the meeting is not being held on this matter in February 2006, when we’d be “up <br />against the wall” to get things done. Ms. Jones said we have 30 days.
