Parks and Recreation Commission Meeting
March 7, 2005

Mr. Kelley asked if there were any other questions. There being none, the Commission moved on
to the Approval of the Minutes.

APPROVAL OF MINUTES

Mr. Kelley asked if the Members of the Commission read the Minutes from February 2005 and
asked for a Motion to approve them. Mr. Jesse moved in favor, and the Motion was seconded.
The Chairman asked all members in favor of the Minutes to signify by an aye. There being no
objection, the February 2005 Minutes were approved unanimously.

SUB COMMITTEE REPORTS

None.

REPORT OF THE RECREATION COMMISSIONER

Budget

Mr. DiSalvo began his report with the 2005 Budget for the Recreation Center. A copy is
attached. It has since been broken down into sub-department categories. On the top of the page
indicating - “CITY OF NORTH OLMSTED PARKS AND RECREATION – FUND 240 – 240
designates the Parks and Rec Department. 260 designates ADMIN of the FUND 240; then
across the line, 261 is MISC., 262 is Tom (Stein’s) Department, BLDG MNT; 263 is POOL; 264
is ICE RINK; 265 is TENNIS; 266 is GYMNASTICS; 267 is Chris’s (Wetmore)
(RECREATION PROGRAMS) 268 is CONCESSIONS; and 269 is PRO SHOP. These are the
appropriations. The Recreation Department has not been approved yet. It is set for tomorrow
night (March 8, 2005). These numbers represent the income and expenses for the entire
Department. The format it will take will be received from the Finance Department. Each
department will have its income offset by its expense and, at a glance, the Rec will be able to track
it more easily and accurately than what was done last year.

Mr. Baxter said that half the revenue is from property taxes. Is this something that Carrie
(Copfer) told Mr. DiSalvo to pick up? The Rec Center is responsible for revenue generated. The
Finance Department figures out the taxes. Mr. Baxter said if that were up more, instead of losing
$61,000 on the budget, $61,000 could be made. Mr. Miller said that the answer may be that if
you add $61,000 here, $61,000 would be taken from somewhere else. The revenue is somewhat
predictable. Mr. Baxter asked if part of the levy is earmarked for Recreation. Mr. Limpert said,
“yes,” and a lot of it is leveraged out as far as the roof on the ice skating rink when they made a .7
mil that went from being temporary to permanent; most of that permanent is committed another
15 years.
Page 13
