Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
November 7, 2005

passes were figured in the rate and add it to the daily total. Mr. Baxter said that this, then, doesn’t
really say that the daily income was not necessarily reflecting that there were many people there (as a
possibility) because the monthly fee is being used. Some days there could be no one here; it’s just an
rd
average. The Commissioner said that this was correct. When the figures are low, as in January 3,
you can tell when it’s only $2.26 in income per hour, that’s basically past money. With the higher
daily income the Rec is getting more foot traffic, but on the low numbers, with the pass average, e.g.,
nd
March 2 shows $.48/hour average for about seven hours. The Rec Center brought in only $3.50 for
seven hours. Thankfully, not too many days are like that, but that is a great example.

Mr. DiSalvo said that the Rec Center’s system isn’t perfect, but, bottom line, the pass fees need to be
addressed. Again, the system isn’t perfect, but it is giving an 85% to 90% accurate reading on what is
coming in. There is also credit taken into account as well.

Mr. DiSalvo reiterated that the open pool periods need to be addressed to warrant payroll expenses
along with operational aspects.

The Commissioner asked the Recreation Commission if they knew that Sandra Andrews resigned her
position as Aquatics Supervisor and is now working in Orange? (comments among the members).
Mr. Limpert said that he and Mr. DiSalvo talked to her about it, and apparently she got an offer she
couldn’t refuse. The Commissioner is attempting to have an Aquatics Supervisor in place by the
January 1, 2006.

Ms. Meredith asked if the Rec Center has looked at modifying its hours based upon who is coming
and what time they are coming. In other words, income is given, but perhaps it would be better if the
RecCenter would be closed between 10:00 and 4:00 because not a lot of people are coming. Mr.
DiSalvo said this was one of the things he is bringing up to the Commission; the Report was the
beginning of the study. He continued saying that the only way the Rec Center can track people
coming in is when there is a paid daily admission, marked on the register tape showing the cost, which
is a tedious job. Ms. Meredith said this would be right, but it doesn’t tell you what peak times are.
Mr. DiSalvo replied that the peak times is water exercise for Seniors. (short, overlapping conversation
between Ms. Meredith and Mr. DiSalvo). The Commissioner said that if the reset of the swim times
were attended as the exercise for Seniors, there would be no issue with the pool. Ms. Meredith asked
the overall revenue for the aquatics program. Mr. DiSalvo said that it was budgeted for $171,000 in
2005, including open swim.

Mr. Lasko asked if there would be a comparison to the expense in surrounding communities as far as
their aquatic facilities. Mr. DiSalvo said that there is no comparison because they do have zero depth
entrance and more water park theme things, whereas North Olmsted has just a pool. Mr. Lasko asked
if the theme park amenities were year round. Westlake does. Middleburg Heights does. Rocky
River’s Water Zone is strictly outdoor, according to Ms. Meredith and, in ’04 it was
Page 3
