MINUTES OF A SPECIAL MEETING OF
THE NORTH OLMSTED PARKS AND RECREATION COMMISSION

March 18, 2006

Meeting called to order: 9:30 a.m.

In Attendance: William D. Kelley, Chairman
Tom Terbrack, Safety Director

Paul Barker, Council Chairman
Ted DiSalvo, Commissioner
Norman Baxter, Member
Randi Jones, Member
Anna Kanis, Member
John J. Lasko, Jr., Member

A Special Meeting of the North Olmsted Parks and Recreation Commission was duly called to order
by Chairman Kelley to approve the Parks and Recreation Department’s 2006 Fiscal Year Budget.
Mr. Kelley then turned the floor over to Council Representative to the Commission and Chairman of
the Parks and Recreation Committee of Council, Paul Barker.

Mr. Barker apologized for the inconvenience to the Commission members; however, it’s been brought
to his attention that under Charter Article VII, Section 3, Parks and Recreation Commission must
prepare and recommend to Council the Annual Budget for the Division of Parks and Recreation as
well as the capital plans for the Division. Mr. Barker also apologized for not being present at the last
few meetings of the Parks and Recreation Commission, but there are issues before Council and
Committee Meetings that he was required to attend.

Mr. Barker continued by saying that a Budget Meeting was held with the Recreation Department the
Saturday before last (March 4, 2006), going through the Budget line by line. The Council Chairman
said that the Rec Department can only do so much with what it has, and asked the members of the
Commission to briefly review the City of North Olmsted Budget Historical Comparison and 240
Recreation Expenses documents provided by the Recreation Commissioner. Nothing can be changed
because the budget will be approved Tuesday evening, March 21, 2006. Finance Committee has had
its final meeting; Mr. Barker again asked the members of the Commission to look through the
documents, approve the Budget as presented and, in the future, he promised that the Rec Department
will be more proactive in getting information to the Commission. The Safety Director and
Mr. Barker are now more apprised of the situation and again apologized for any inconvenience caused
to the Rec Commission members.

Roll call was then taken.
