Minutes of a Meeting of the
North Olmsted Parks and Recreation Commission
March 3, 2008

liability laws, the signage laws, vendors – food and beverage. The last impromptu competition that
she held, with just flyers, 500 people came. There was no charge; they just had fun. Mr. DiSalvo said
that the important thing is the liability insurance; everything else can be worked out. Ms. Thomas
knows a company called Evolution Insurance Brokers, whose specialty is for recreation, and they will
sell a policy for a tournament – for something like that it would be about $80. She did not have an
application – getting that and the phone number is next.
Mr. Dailey asked when the last competition was held. Ms. Thomas said that it was October 6, 2007,
and she is asking for some support: some help with maintenance and the Rec Center. Mr. Dailey
asked with the last competition, what was done, anything, or did it just happen? People said all the
kids just wanted to get together, Ms. Thomas replied, and she suggested October. She raised about
$3,000 for that event. There is more than one company that can be partnered with this. They are
willing to move forward and sell product to get a percentage. Mr. Dailey asked if the Administration
knew something of the October event. Mr. DiSalvo said it was free. Ms. Thomas said that it was a
trial for what she wants to do. She wants to make it bigger and better and earn the $3,500 for the
st
kids. June 21 is National Skateboarding Day, and a Cub Scout Troop wants to do something with
Ms. Thomas – she needs approval for that. They will clean up the skate park.
So, the signage, liability and vendors are the things for which she will need approval. Mr. Dailey
asked how soon she was looking to have the event. She replied that she would need the approval by
the end of June. Mr. Dailey asked Mr. DiSalvo how the end of June looked for an event like that on a
Saturday or Sunday at the Rec Center. Mr. DiSalvo said that there aren’t that many events in the
summer. Fourth of July is the only major event with the bike parade. Ms. Thomas again said that it
would bring a lot of people. She said that she brought in ten sheet pizzas at the October event, only
expecting 50 kids, and she got 500. She was overwhelmed. They are from out of North Olmsted; out
of state. When the skate park was opened, there were cars from out of state there. It is on a National
Registry. Go to skate board parks on the web, and it’s there.

Another issue that Ms. Thomas wanted to address was that people are jumping the fence and
trespassing; if there’s trouble back there, then the Rec has cause. Mr. DiSalvo said that that area does
not get patrolled, and he cannot watch it 24/7. He knows when it’s locked, that’s when the kids jump
the fence, so, do we keep it open or not? Ms. Thomas would like to see a night police patrol in the
summer. It would be a good opportunity for the police department to join forces with the area youth.
They are not. She would love to see the police drive by once and a while and build a relationship with
the kids by communicating with them. Mr. Dailey asked who was locking it up, and who quit locking
it up. Ms. Thomas said that Mr. DiSalvo wasn’t here yet; so it’s been longer than three years. She
said she was opening it and going to work and coming home and locking it. Did it make a difference?
She doesn’t know, because no one has patrolled. No one can tell me that it makes a difference. She
only slept back there in the beginning, when the concrete was wet.

Mr. Dailey said he has no problem with taking this matter before this Board to see if the Rec can have
st
the event held some weekend in June, preferably after June 21. Obviously, you would have to check
with our Law Department; and our Risk Management would be the other one through HR. Those are
easy enough to do, at least to find out, and we will know if we can head in that direction. If you know
of any other communities that have these types of events…Ms. Thomas said they all have. Since the
Page 2
