Minutes of the 2007 Budget Meeting of
The North Olmsted Parks and Recreation Commission
February 19, 2007

is the person who coordinates the Camp Programs, Art Classes, Crafts and such – any type of non-
sport recreational activities.

Mr. Barker asked if, on page 47, for Natural Gas, is this figure a little conservative for natural gas?
Mr. DiSalvo said that, verifying with Finance, they felt very comfortable with that figure. Mr. Dailey
said that last year’s actual was $157,000; they initially budgeted $202,000, expecting the gas prices to
be a lot higher.

Mr. DiSalvo said that, on the last page for expenses for Capital Outlay, and this has been revised about
four times, for Rec Equipment there’s an ice rink compressor that needs to be replaced. The pool
APR Unit (air flow for heating for the pool) needs to be replaced. Again, this is 10, 15, up to 20 year
old equipment. Along with the Rink Munter dehumidification compressor, there’s a natural gas fuel
pump needed for the Zamboni. The natural gas pumps have an hourly life expectancy – the pumps are
said to last a certain amount of hours. The one we have originally came from Service. They no longer
use natural gas, so they sent it to the Rec. New pumps cost $10,130 each. We need this for the
Zamboni. For Rec equipment alone, $37,200 is required right now. Used ones can’t be purchased
because they are not on the market. When they are bought new, they are warranted for a certain
amount of hours. The parts that were going on the natural gas fuel pump are no longer being made,
and the company that made the one we have is not in existence anymore, which dates the equipment.
This is a problem we are running into with a lot of the operating equipment as well.

For Building Improvements, what we have is $7,000 towards outdoor pool shade umbrellas and
$5,000 for outdoor pool chairs or lounges. Currently, there is not much out there; the Rec
Department needs more pool equipment to increase the revenue during the summertime. It’s very hot
out there without any shade, and it’s even hotter with nowhere to comfortably sit.

We are limited on the capital outlay, but that is what the Rec has planned so far. The Rec wanted to
get four sets of bleachers for the ball diamonds, but that doesn’t look like it’s possible at this time.

Mr. Baxter asked if there is a grand total for what the projection is for this year. Mr. DiSalvo excused
himself to see if he could get that figure for Mr. Baxter. Mr. Dailey asked if Mr. DiSalvo had an e-
mail from Carrie (Copfer) on the number the Rec is trying to project.

Basically, the increase will be hospitalization, pensions, and the one percent going in for wages. Mr.
DiSalvo said that the one percent is marginal compared to what the health care is contributing.

Mr. Baxter asked what the employees paid out-of-pocket. Mr. Dailey said it was minimal, but would
only be changed through negotiations.

Mr. Scarl said that the budgeted expenses looked to go up around $50,000, a minimal increase.
Page 2
