Minutes of the 2007 Budget Meeting of
The North Olmsted Parks and Recreation Commission
February 19, 2007

will be final. Income is closed out in a day. Current Expenses would be about eighty percent
accurate, because they would not be totally closed out.

Because City Hall was closed today, the Rec Department did not get the final printout from Finance,
but this is what was submitted and, from what John (Dailey) and I know, it’s pretty much accepted
with what Finance has.

What threw the budget off this year was, going back to the Expense Report on the very first page,
debt service was not paid: where it says FY1 Actuals, the $77,541, rounded out is about $78,000 –
we did not pay any of that last year – that’s why this year’s debt service is $118,533, which made this
budget tough. If we went ahead then, we could have bought the bleachers, so we’re almost doubling
up on debt service. The Commissioner did not know why it wasn’t paid last year. Mr. Baxter said
that’s a question to ask Carrie – debt service should be paid every year. Mr. Dailey said that it came
out of the General Fund. It was done because of the problems with the pool. Mr. DiSalvo said that
may have been the issue; in that instance, then the General Fund did bail the Rec out, but now we must
pick up where we left off. We must put the money back into the General Fund. Mr. DiSalvo said he
learns something new almost every day with the money issues, and he is looking forward to meeting
with Carrie Copfer about this matter.

MOTION

Mr. Dailey then said that a Motion is needed from the Parks and Recreation Commission accepting the
Budget as proposed as well as the capital expenditures for both the capital outlay and the building.
Mr. Scarl so moved to accept the Budget; Mr. Baxter seconded; all signified with an aye, and the
Motion passed unanimously.

It was noted that Carrie Copfer will meet with the Rec Commission the first meeting in March or next
week Tuesday, February 27, 2007, when the Rec Master Plan will be presented in Council Chambers
at 7:00 p.m.

ADJOURNMENT OF MEETING

Upon Motion made, duly seconded and unanimously approved, the meeting adjourned at
6:32 p.m. The next meeting of the North Olmsted Parks and Recreation Commission is
scheduled for March 5, 2007.

Accepted and Approved:
______________________________________________
John Dailey, Acting Chairperson
_______________________________________________
Judith A.
