<br />Recreation Commission Meeting <br />January 6, 2003 <br />The background checks should be provided on the independent contractors and employees in the <br />scope of the performance of the contract, with a $15 fee waiver. <br /> <br />Nothing to comment on the We Care Program. <br /> <br />As regards the Recreation Commissioner to approve contract and agreement dollar amounts <br />without Council approval: it must be through purchase orders or the Mayor. Mr. Jesse <br />commented that there’s a process going through at City Hall to clarify these matters. If various <br />sectors in the City need to get approval for everything done, the paperwork would be <br />overwhelming. Eighty percent of what is done is $5,000 or less. Mr. Gareau and Mr. Jesse then <br />spoke of a $5,000 emergency contingency amount providing for each department head’s use and <br />flexibility at his/her discretion. <br /> <br />Ms. Hayes then brought up the last of the old business: Liability at the Recreation Center with <br />regard to independent contractor issues. Mr. Jesse stated that the City would be named insured <br />on a certificate of insurance from the contractors, and Karrie Tipton (gymnastics) provided that. <br />What it did do was give insurance to the City – for about $300-$400 a year. Jeff Marshall is also <br />another contractor to be considered for this insurance. Mr. Gareau’s legal concern is that one day <br />someone is going to get hurt badly and take it back to the City. Mr. Jesse stated that a lot of the <br />issue is to have a due diligence plan in place related to the activity of the City.
