Recreation Commission Meeting
January 6, 2003
seconded, roll call taken, and passed unanimously, with a salary within the range of
Council allotment, Mr. DiSalvo to begin working as soon as possible.

3)Acceptance of Mr. DiSalvo was done after Mr. Jesse met with prior employers, who gave
him strong recommendations for Ted DiSalvo. Mr. Jesse was also impressed with Mr.
DiSalvo’s mentoring background and the fact that he was part of a national mentoring
leadership training team. Mentoring was the biggest issue that turned the tide for Mr.
Jesse's hiring of Mr. DiSalvo. He worked in the fitness/recreation sector all over the
country. He also has budget and training capabilities. His last job was with Fitworks, in
sales; he will remain there pending his acceptance at the Recreation Center.

4) There were concerns that Jason Frolo, recent Program Supervisor who resigned, was
informed via E-mail that he was not accepted in his application for Recreation
Commissioner. Mr. Jesse stated that there were over 30 applicants for the position, as
well as Jason and Betsy Drenski and, because of time constraints, Mr. Jesse thought it the
fastest way to get a message to Jason before the grapevine (much faster than the phones)
did. Everyone who was not hired will get a hard copy of a non-acceptance letter as soon
as possible through Cheryl Farver, the Personnel Director. Note was made that all of the
candidates were treated equally and with respect. The City is aware of the Frolo family’s
status in the community and would like to see him work again at the Recreation
Department in the future if at all possible. The Recreation Department hopes there were
no bridges burned with Jason. Mrs. Hayes thought that all the candidates for the job were
good.

Motion was seconded, roll taken, and the recommendation to hire Ted DiSalvo as Recreation
Commissioner was passed unanimously.

This concluded the Report of the Safety Director.

NEW BUSINESS

?Special Children First.

?New Commissioner for Department of Parks and Recreation.

?Safety Issues and the Recreation Center Complex.

?Audience (Public) Participation at Recreation Commission Meetings.
Exhibit “C” attached.

Mr. Jesse was asked the City’s stand on Special Children First. He stated that the City is very
positive; that the Mayor is fully aware of SCF. Don Copeland has worked with Bill Jacob in the
past. Bill is a minister. He has a long history of working with programs like this through County-
wide Foundations, the MRDD and others. Mr. Jesse does not believe the City could have a better
person in getting SCF pulled together. A fitness center for SCF at the Recreation Center is being
considered. This is a place for SCF to start, but part of the government grant money would have
to be for expanding the building. The special needs of the children and adults are in focus now.
It’s partly a matter of Horizons being at a crossroads by going to Lorain. Again, the City of
North Olmsted is very supportive of SCF, and Mr. Jesse shares Jim Dubelko and Brian
O’Malley’s thoughts (Law Department) that the City must be very careful about how the City
Page 7
