<br />Recreation Commission Meeting <br />January 6, 2003 <br />conversation. He will continue to work on the matter through the Recreation Commission and <br />City Council, especially Mr. Miller. <br /> <br />Mr. Dial brought up the fact that handicapped parking spaces are used by people without <br />handicap stickers on their vehicles, and the cars aren’t being ticketed. The police told him that <br />the spaces were not legally marked as handicapped spots. The matter was written up. Either <br />mark the spots properly or take the handicapped signs down or, worse yet, be hauled into Court, <br />where the judge will throw such cases out. The former Commissioner said the problem would be <br />solved. Three months later it hadn’t happened. It’s not fair for the cops to be put in the middle. <br /> <br />The last point Mr. Stotz spoke of was the fact that various employees at City Hall are afraid to <br />complain at City Hall because the top people at City Hall feel that the customer is always right no <br />matter how crazy the situation is. To have good morale, you must back your subordinates when <br />they are at least half way right. It’s counterproductive for the people in charge to criticize their <br />employees. It’s not the way you treat people, and you surely don’t do it in front of the public. As <br />a resident, Mr. Stotz sees this happen at City Hall, and it saddens him. <br /> <br />Mr. Jesse said he’s met with the Chief, who’s in the process of a complete security review and <br />that he’s also meeting with Rae Ann Thomas about the security concerns at the skate park. He <br />got a copy of all the incident reports for this past year. As far as auxiliary police are concerned, <br />the City is looking into what they can and cannot do. Mr. Jesse discussed security issues with <br />Tom Stein and Betsy Drenski, among many other things. <br /> <br />There is a meeting scheduled this week with the provider for the point of purchase system at <br />Springvale. Mr. Jesse wanted to find out from that provider a similar system to be used at the <br />Recreation Center’s Pro Shop (scanned in and out) and meld with Rec Ware Software, which is a <br />very good recreation program. He also wants to deal with the issue of who is in the building and <br />who is out. The whole idea in the beginning was public access; now, securitywise, there can be <br />no open access. There are many ways to get in and out of the Recreation Center building. There <br />can be any point in time when the City doesn’t know who is in the building, so it’s been a major <br />concern with North Olmsted’s safety forces to keep the Recreation Center and the entire <br />community secure. Suggestions have been made by the staff and, with the new Recreation <br />Commissioner, the Safety Director asked him to accomplish 12 goals his first year, one a month, <br />beginning with cleanliness. Mr. DiSalvo knows what the City needs at this point.
