Recreation Commission Meeting
July 7, 2003

Rec Commission Assessment and Review of Current Agreements with North Olmsted
Schools, NOSO, NOSA, Hot Stove, North Olmsted Hockey Club

Mr. DiSalvo said that there is nothing documented in his files for these groups. Mr. Gareau said
that he will investigate this matter to see what is in his files and get them to the Commissioner.
There is a contract with respect to at least NOSA that he recalls, as well as Hot Stove. Mr.
DiSalvo said that the Hockey Club reported to him that it was a gentleman's agreement, and that
he needs something in writing. Mr. Gareau again reiterated that he will provide agreements,
though he remembers nothing for soccer. Mr. Jesse said that Mr. Ron Cook spoke with him
regarding the soccer arrangements and that the City is willing to work with him on an agreement.
There are liability issues that the City is concerned about. The soccer people are doing
maintenance, and the City winds up with the liability. He indicated that a line be drawn as to who
is supposed to do what. Ms. Kanis wondered if the presidents of the clubs could get a copy of
our minutes so they know what's going on with the City. Mr. Gareau said that if they ask notice
of a meeting and a copy of an agenda they can be put on the mailing list, the City will be required
by law to notify them. Ms. Kanis said that we need to open up to more communication with these
groups because they don't know what's going on either. They have questions and we have
questions. They don't even know when the Rec Commission meets. Mr. Jesse said that with his
discussions with Mr. DiSalvo, the organizations have taken over the fields by default, getting the
fields to whatever level they could take them. (Overlapping conversation among the members
about this matter). Mr. Baxter suggested that all organizations that utilize the facilities submit
their financial reports, which they probably prepare for their own members, to see for the City's
satisfaction, there the money is going. The softball association should be paying the City $3,000
to $4,000 per year, and the Rec Center is not asking for it, because they're levying an extra $10
per person on the basis that's money to be turned over to the City. Perhaps this year we may be
owed $10,000. That's a start.

This concluded the discussion of New Business.

OLD BUSINESS

NOSO, NOSA, Al Cooney

Nothing to discuss.

Arcade Machines

Nothing to discuss.

Page 7
