Recreation Commission Meeting <br />June 2, 2003 <br /> <br /> <br /> <br />The Chairman asked if there were any other questions for Mr. Jesse. Mr. Kelley asked if anything <br />was done about the maneuverability course. Mr. Jesse responded, "Not yet." He will follow up <br />on this matter. <br /> <br />This concluded the report of the Safety Director. <br /> <br />SUB-COMMITTEE REPORTS <br /> <br />Public Usage of the Multi-Purpose Rooms <br /> <br />Mr. Gareau stated that there would be certain areas at the Rec Center subject to possible usage as <br />multi-purpose rooms: the pool meeting room; the ice skating rink room; the lobby. The Rec <br />Center did not include non-administrative rooms such as the room in which the Commission was <br />meeting for public usage. There is no current policy for the Rec Center. There are policies in <br />place for the North Olmsted City Schools and there are fees or charges that may be applied for <br />use of these rooms. This sub-committee is not finished, so there will be no committed <br />recommendation at this time. The main idea is to limit the usage of the rooms to any member or <br />organization involved in an ongoing current Rec Center program that wishes to use it for <br />planning, scheduling, and organizing. Mr. Jesse stated that the Community Cabin and the Senior <br />Center have a policy in place. Mr. Gareau said that he didn't think City Hall does, except for the <br />Council chamber. The Committee knows that other outside groups have asked to use the Rec <br />Center. The Subcommittee will meet next month, but at this point there is no charge being <br />considered. Waiving fees for organizations such as NOSO was discussed, so it would be <br />ridiculous to charge for a meeting room. The consensus should be made next month when the <br />sub-committee meets before the Commission meeting. Mr. Jesse mentioned that fire issues <br />concerning numbers of people must be factored into the issue of groups in meeting rooms. <br /> <br />Definition of Family <br /> <br />Mr. Kelley reported that the Subcommittee for the Definition of Family will meet again. The <br />reasoning is that the information received from the Law Director is very vague. Mr. Kelley <br />reported that the Subcommittee is looking at a few options. One of the options is changing the <br />Ordinance to not use the verbage "family"; rather, to use the verbage "patron." By changing from <br />"family" to "patron," the Rec Center will try to include everyone that uses the facility, not people <br />that live in the city and try to get around the system. The second item is that the Subcommittee <br />was looking at the term "immediate family." The Ordinance itself does not identify "immediate <br />family" but states as "by blood or marriage" regardless of the household. That circumvents one of <br />the things the Subcommittee is trying to do, e.g., a divorced citizen from North Olmsted with an <br />ex spouse in North Ridgeville, all considered "blood" and, therefore, residents. The third item <br />was "in household" and "in residence". Combine that with residents versus non-residents.
