Recreation Commission Meeting <br />June 2, 2003 <br /> <br /> <br /> <br />NEW BUSINESS <br /> <br />All Scouts Weekend <br /> <br />Mr. DiSalvo reported that he almost got himself in a huge mess with All Scouts. He believed a <br />woman named Susan (Miles?) called up a few months ago to make arrangements for the All <br />Scouts Weekend. The Commissioner passed the information she gave him to Chris Wetmore for <br />his handling. Apparently, Ms. Miles was invoiced for the weekend and was very upset about it. <br />Mr. Wetmore and Mr. DiSalvo were both assuming, based on past record with other matters at <br />the Rec, that it was a mistake not to charge the Scouts. There is nothing on file for the Scout <br />Weekend, and the Commissioner did not know why the weekend is provided for free. He did not <br />understand why the Rec Department is covering this expense. Apparently, when a clean-up job is <br />needed by the Scouts, they come and take care of business. Now, he understands the trade-off: <br />to use the North Olmsted Park for a weekend in return for clean-up. <br /> <br />NOSO/NOSA <br /> <br />Mr. DiSalvo continued by saying that he does not understand the relationship with NOSO and <br />NOSA, because the Rec Center gets absolutely nothing in return for their use of the fields. <br />Before he calls these organizations, he was placing the matter before the Commission. He said <br />they say that the City is getting dirt and fence repair, but he said he hasn't seen any of this. Once <br />again, there is no written agreement to this fact. He does not want to step on anyone's toes but <br />does not understand what benefit the Rec Center is getting from these organizations. Mr. Gareau <br />suggested that, before the Commission goes any further on this, the Commissioner pull the <br />minutes from last year on this matter. There was a presentation given about what exactly they do. <br />Mr. Gareau will pull his City Council report on the matter because it was narrated, and it was <br />described in great detail. If Mr. DiSalvo cannot locate the minutes, Mr. Gareau will pull his <br />Council report. <br /> <br />Mr. Baxter reported that he was on the North Olmsted Softball Board for a number of years. The <br />Rec Commissioner is a member of that Board by its own By-laws. Tom Fattler did that. Mr. <br />Baxter did know that the league charged $20 for every non-resident who plays. $10 of that fee <br />was to be given to the Rec Center, and he thought, because of the change of people, there has <br />been a loss of this money. The Softball Association had over $20,000 saved for lighting, but the <br />City did it, so they still had the money. Mr. Baxter thinks that too many groups run the Rec <br />Programs, using the Rec facilities, and he didn't think it right. Mr. DiSalvo agreed. Mr. Baxter <br />suggested asking the organizations for their financial reports once a year to see where they're <br />spending their money. The Softball Association isn't spending money other than buying dirt for <br />the fields. The fencing and lighting is provided by the City. Mr. Jesse said that it's one thing to <br />do trade-offs, and there is a lot to be said for it, but there should be some clear accounting on <br />both sides.
