Recreation Commission Meeting
March 3, 2003

done in the first place. There was general discussion among the members that this would be a
good idea, and would enhance all the programs, being similar to a full day course such as the
CYO and the off year going to a four hour course. The NAYS national strategy is based on the
fact that:

A)The volunteer league directors, coaches and parents must be working in concert for the same
common goals;

B)That there must be a complete understanding among these groups that the focus of youth
sports programming has to be on the physical, emotional and social value of youth
development through sports participation;

C)That there must be a zero tolerance policy with a fair and equitable accountability process to
deal with those that choose to disrupt the focus of youth sports programs; and

D)This effort must be overseen by a paid professional youth sports administrator that has been
given the authority by resolution as supervisor over all children’s sports programs being
conducted on publicly owned facilities.

The first step would to get certified to do this in-house. Ms. Hayes stated she would like the
Recreation Center to be proactive, rather than waiting for something to happen. It would not be a
bad idea for the city employees, coaches and parents to get certified.

OLD BUSINESS

Mr. Baxter asked if there was any further thought on relocating the tennis courts. Mr. DiSalvo
said that there is no site in mind, that the priority is the basketball courts right now. If the City
wants it done right, the Service Department is not going to do it. Mr. Stein is getting bids on the
basketball courts. From what the Commissioner understood, there is no designated site. He was
corrected in that there is a site, it’s a matter of bid right now and the cost to get out of the old
contract. The parents who wanted to watch their children take lessons indoors couldn’t because
of the small viewing area and, at least on a seasonal basis, if the courts could be constructed on
this site, to the rear of the building, that parents could observe their children taking lessons. That
would alleviate several things. The tennis people would be here. There would be another court
for tournaments. Then you realize that tennis people are hybrids – they don’t go to the park to do
more than one activity; they play tennis and leave. With all the land out back, it would be nice to
fit at least one, if not more, tennis courts on this site. This would make the park more usable for
some other purposes, if only parking, which is at a premium.

Finally, there was a short conversation on the big NOSO Cup that comes to North Olmsted every
year.
Page 8
