Recreation Commission Meeting <br />October 6, 2003 <br /> <br /> <br />Hayes asked if there was any further discussion; there being none, roll was called, and the Motion <br />passed unanimously, with Mr. Kelley's comment that he would definitely like to see the project go <br />forward. Ms. Hayes said the project sounds like a great opportunity for the City. Mr. Gareau <br />stated that the water issue is a separate one. City Council needs to know where the money would <br />be coming from and asked Mr. Esher to leave the brochure with the Commission. Mr. Esher <br />responded that he will have copies made of the brochure for the next meeting and give the City <br />some estimates based on what NOSO thinks it will need. Mr. Jesse said that an acre inch of water <br />is 25,000 gallons, put into cubic feet to get the water rate so, figure how many acres times 25,000 <br />gallons for the water rate. Ms. Hayes also said that Mr. Esher's suggestion regarding wasted <br />money from the lack of concession stands could make a difference to make some money to pay <br />for the water. Mr. Gareau stated that if there are use concerns, NOSO should let the <br />Commission know about them. Mr. Esher said that the bathrooms were opened early and then <br />getting locked during the summer months. The Rec Department was locking the bathrooms by <br />3:00 p.m., and when NOSO showed up for practice, there would be no facilities; however, this <br />matter seems to have been resolved. There are about 100,000 soccer players that use the fields <br />during the course of a year, so if the coffee and pop machines could be working again, there could <br />be revenue generated. Someone will want to take advantage of this opportunity. Mr. Gareau said <br />that the City is looking at a contract at the present time, so a concession under a canopy might be <br />a good idea. Mr. Esher wouldn't speak for the other organizations, but he knows that for NOSO <br />this is a big issue. <br /> <br />The Commission then thanked Mr. Esher for his time, and advised him that the next meeting will <br />rd <br />be November 3. Mr. DiSalvo said that he would call Mr. Esher for a meeting regarding this <br />matter before then. <br /> <br /> <br />REPORT BY SAFETY DIRECTOR <br /> <br />Joe Rice Contract <br />Game Usage <br /> <br />Mr. Jesse stated that he had no report except to say that the Joe Rice contract and rules and <br />regulations for game usage are being reviewed by Council. <br /> <br />This concluded the Report of the Safety Director. <br /> <br />NEW BUSINESS <br /> <br />Assistant Commissioner <br /> <br />Mr. DiSalvo reported that perhaps the Commission would consider the possibility of an Assistant <br />Commissioner for the Recreation Department. At one time there was one. The Rink Director <br />does not run the Learn to Skate Program; the Learn to Skate person is a contract person running <br />Page 7 <br /> <br />
