PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF DECEMBER 12, 2018 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Julie Nader, Paul Schumann, Darrick Matthews, Tom Patton, Don Rerko, <br />Dave Anderson <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco, Administrative Assistant Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the Planning & Design <br />Commission minutes of November 14, 2018, motion passed 6-0, Ms. Nader abstained. <br />NEW BUSINESS <br />18-12616; Porter Pet Hospital; 27529 Lorain Road <br />Representatives: Jack Fay, architect, 12816 Auburn Road, Chardon, OH; Bret Tidwell, <br />contractor, 30460 Adams Lane, Westlake, OH <br />Ms. Lieber stated that this proposal consists of a building addition and landscaping and lighting <br />changes to the existing Porter Pet Hospital building. The property is zoned B-3 General <br />Business. Porter Pet Hospital will be expanding to take over the existing two -tenant building and <br />proposes a small building addition in the rear. The BZBA granted a variance to allow the <br />building addition to follow the existing east building setback which is about five feet from the <br />property line rather than the required ten feet. The addition will be 465 square feet and will <br />consist of painted metal siding and a block foundation. The building fagade includes an anodized <br />aluminum storefront system, EIFS fascia, opaque infill panels and a cultured stone veneer base. <br />Decorative elements include a faux wood metal sign panel and new gooseneck light fixtures <br />along the front fagade. No new lighting is proposed on or near the addition, but an existing utility <br />pole is being removed near the rear of the building. A photometric plan was provided for the <br />front entrance area which shows compliance with maximum illumination levels. While not part <br />of the original proposal, the applicant was encouraged by staff to address the landscaping along <br />Lorain Road as part of this building expansion project. A mix of shrubs, perennials and grasses <br />are proposed. Irrigation is not provided. The Commission will need to determine whether the <br />scope of the project warrants the addition of irrigation. The parking lot will remain in its current <br />configuration and the count is more than adequate for the proposed use. A dumpster enclosure is <br />proposed directly south of the addition. The enclosure will be eight feet by eight feet and will <br />consist of a painted cedar board on board fence with a wooden gate facing west. The BZBA also <br />approved a variance for the dumpster location in a parking space due to the availability of <br />adequate parking. One wall sign is proposed; the existing ground sign is not changing. <br />
