4 <br />The Secretary reported that there have been several requests for <br />copies of the Rules and Regulations and that none are available. <br />Motion by Roger Alexander, seconded by Harry Malone, that the <br />Secretary hire someone to retype the Rules and -Regulations.. <br />Passed. <br />Roger'Alexander discussed the background of the present study of <br />the 1967 agreement with the Board of Education for Mr. Hudack o and <br />Mr. Bilovecky. <br />Mr. Campion presented job descriptions for the noncertificated <br />employees of the Board of Education realizing that many are <br />outdated and are currently being updated. <br />In response to a question, Mr. Bilovecky stated that OAPSE repre- <br />sents all Board of Education noncertificated employees except the <br />Clerk -Treasurer, Supervisors of Maintenance, Transportation and <br />Cafeterias; Executive Secretaries; and other supervisors as <br />designated by the Board of Education. <br />A auestion was raised concerning the term nonclassified.- It is <br />felt that this is a misnomer and the employees listed as nonclass- <br />ified shouldbe either unclassified under.124.11 (A).(12) of the <br />ORC or classified -noncompetitive under ORC 124.11 (B) (2). Repre- <br />sentatives of -both -the -Board of Education and OAPSE will prepare - <br />statements concerning their interpretations of the proper class- <br />ification for those employees currently listed as nonclassified. <br />Mr. Campion presented the position of the Board of Education regarding <br />the noncertificated employees who are currently unclassified: <br />I. Secretaries are exempted under ORC 124.11 (A) (8) <br />II.. Bookkeepers'and Elementary School Secretaries.are exempted <br />under-ORC 124.11 _(_A) (9) as they are responsible for <br />handling all cash flow in their -respective buildings <br />III.
