CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />c -- <br />Minutes of the special meeting of the North Olmsted Civil Service Commission <br />held on November 20, 1980. <br />Present were commissioners, Roger /Alexander, Harry Malone and Walter Spalding <br />and secretary, Judy Wise. Also in attendance were Patrolman Charles Jandecka <br />and his attorney, Paul Lefkowitz. <br />Chairman Roger Alexander opened the meeting for the purpose of hearing the <br />appeal of Patrolman Jandecka of a five,day suspension. Mr. Alexander then <br />stated that according to the Rules and Regulations of the North Olmsted Civil <br />Service Commission, the commission did not have jurisdiction to hear appeals <br />on suspensions which are not more than five days in length. Mr. Lefkowitz <br />expressed his displeasure at not being informed of the intent of the commission <br />prior to his appearance at this meeting. Mr. Alexander informed Mr. Lefkowitz <br />of his right to proffer any information for the record. Mr. Lefkowitz declined <br />to do so stating that fie considered it the responsibility of the appointing <br />authority to prove guilt and further asked the commission to dismiss the <br />charges and reinstate the time lost during Patrolman Jandecka's suspension. <br />This request was denied by the commission. <br />Mr. Alexander again asked Mr. Lefkowitz.if he had anythinghe wished to proffer. <br />---- Upon receipt of a negative response, Mr. Alexander concluded the hearing by <br />stating the commission ruling was that it had no jurisdiction to hear an <br />appeal of five days and informed Patrolman Jandecka of his right of further <br />appeal. <br />The commission then decided to consider any regular business before it. <br />Results of the exaniination for Police Radio Dispatcher were reviewed.
