The secretary reported that <br />she had talked with Finance Director, Edward Boyle. However, he had pre- <br />pared an ordinance for a transfer of money from the General Fund to the <br />Civil Service Fund if a deficit arose before the end of the year. He <br />stated that the revenue from the Processing Fees had been allocated to <br />the Civil Service Fund returning it to a solvent status. Regarding the <br />Commissioners' request for a review and consideration of increasing the <br />payment members on the Civil Service receive, the secretary reported that <br />she had not received either an acknowledgment or a response. It is her <br />understanding that Council took no action. She suggested that before <br />making a second request, it would be helpful if other civil service areas <br />be contacted to see if there is any specific pattern or policy for com- <br />pensating the Civil Service Commissioners. The Commission directed her <br />to do so. <br />New Business <br />1. Appeal to Disciplinary Suspension. Consideration was given to Frank <br />Maurer's request for a hearing regarding a five-day suspension from his <br />position as a bus driver. After studying the facts of the circumstances <br />leading to the suspension and receiving explanations from Mr. Terbrack <br />and Service Director, Joseph P. Corrigan, the Commission decided that the <br />suspension was neither inappropriate nor excessive. Therefore in accord- <br />ance with the November 2, 1980 amendment to Rule IX, Sect. 1, the hearing <br />was denied. <br />2. Amendment to Rule IV, Sect. #5 (b). Consideration was given to Patrol- <br />man Robert E. Clute's written request for a variance to the "three year <br />service policy" required for eligibility for the promotional exam for <br />Police Sergeant. Chief Taylor explained the background for the policy. <br />Commissioner Alexander, seconded by Commissioner Huffman moved that <br />Rule IV, Sect. 5, sub -section (b), paragraphs two and three be amended <br />as follows: <br />Promotion to the position of Police Sergeant from the rank <br />of Patrolman shall require the candidate to have completed <br />three years service in the North Olmsted Police Dept., at the <br />time the test is taken. Promotions to the position of any <br />rank above Police Sergeant shall be made in accordance with <br />the provisions of Section 124.44 of the Revised Code. <br />Promotion to the position of Lieutenant from the rank of Fire- <br />fighter shall require the candidate to have completed three <br />years of service in the North Olmsted Fire Dept, at the time <br />the test is taken. Promotion to the position of any rank above <br />Lieutenant shall be made in accordance with the provisions of <br />Section 124.45 of the Revised Code. <br />Motion Passed <br />
