Minutes- March12, 1984 <br />CITY OF NORTH OLMSTE® <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />40DOCM . <br />SPECIAL MEETING March 12, 1984 <br />Appeal of Bruce Walter Holland: <br />Call to Order: <br />The meeting was called to order by Chrm.. Phillip Huffman at 7:20 P.M. <br />In.attendance were the following: <br />Phillip Huffman - Commissioner <br />Paul Gareau Commissioner <br />Dean McKay Commissioner <br />Chief Taylor - Police Chief <br />Patricia Bahas Secretary <br />Candidate Holland <br />Mr. Holland read the letter he sent -to the Commission's secretary <br />requesting an appeal hearing concerning his rejection as a test candi- <br />date because his application was sent to the wrong address and dJ_d not <br />comply with the instructions given to the candidates. Mrs. Bahas <br />said that she enforced the instructions, (which were approved by both <br />the Commission and the Safety Director and the Police Chief) because <br />applications which contained checks could not be protected from loss/ <br />misdirection unless they were sent to the postoffice box address. <br />She agreed that the address for the certified checks was more promin- <br />ent than the address for the mailing, but felt that since the latter <br />was given in three different instances in the published announcement <br />and the information sheet, it was not as necessary to highlight it. <br />Mr. Holland stated that he was pressed to comply with all the require- <br />ments before the deadline and had unintentionally made the error. He <br />stated that he could understand the reason for the rule but.that no <br />harm had been done since the application had reached the secretary. <br />Commissioner McKay felt that no exceptions should be made unless other <br />exceptions were made. He felt the problem could be rectified in the futu <br />future by altering the design of the instruction sheet. Mrs. Bahas <br />said that she would do so and submit it for the Commission's approval. <br />Since the other Commissioners also believed that the design could cause <br />a problem, they agreed to allow Candidate Holland to take the exam. <br />Mr. Holland thanked the Commission.
