Regular Meeting - 2/27/86 Discussion re: Linda Spencer Linda Spencer's salary was lowered on the appropriations of Mayor Petrigac. This is a violation of Civil Service Rules and.Secretary Westerfeld was instructed to communicate this to Mayor Petrigac and Mrs. Spencer's salary must be elevated to the former amount. Ed Boyle was requested by the Committion to send copies of any salary or job classification changes to the Commission for their information. Secretary Westerfeld was instructed to forward to Mayor Petrigac and all the Commission members a copy of the payroll sheet even though it is not complete, so they are basically aware of who the Civil Service employees are. CIVIL SERVICE BUDGET: Secretary Westerfeld explained that the amount of money appropriated for Civil Service use will nto cover the expenses for this year, stating that the two biggest exams, Police and Fire, are both this year in addition to the City Clerk exam. Also, there may be more exams required after the Commission reviews the Civil Service status of all the positions in the City. Secretary Westerfeld stated that at the Civil Service Budget meeting with Mr. Cunningham and Mayor Petrigac she:was under the belief that testing expense would remain at $10,000, contingency would be lowered from $4,000 to $2,000, all aside from the Secretary's pay line. Secretary Westerfeld was then instructed to send a letter to Mr. Cunningham regarding this matter. PHYSICAL AGILITY TESTING RIGHTS: Secretary Westerfeld requested authorization to pay two invoices regarding the rights to administer the physical agility tests for both the Police and Fire when required. Permission granted. ENTRY LEVEL PATROLMAN EXAM: Secretary Westerfeld requested authorization to begin testing procedure for entry level Patrolman exam. Permission granted. WEBB: Secretary Westerfeld stated that a request was made to make available to WEBB the names of the candidates on the.entry level Patrolman list who were passed over twice. The Commission determined that the list should be used only for its intended purpose and not release names in any other instance. We could distribute a handout before the exam is given on May 22 for those who may volunteer. RECEPTIONIST SUBSTITUTION: Mayor Petrigac requested determination by the Commission on whether or not Elaine Cowgill, Building Clerk, could be trained as substitute Receptionist. The Commission found no problem with this procedure. Secretary Westerfeld verbally resigned as Civil Service Commission Secretary stating that she would like to spend more time with her family.
