Regular Meeting - 2/27/86 <br />Discussion re: Linda Spencer <br />Linda Spencer's salary was lowered on the appropriations of Mayor Petrigac. <br />This is a violation of Civil Service Rules and.Secretary Westerfeld was instructed <br />to communicate this to Mayor Petrigac and Mrs. Spencer's salary must be elevated <br />to the former amount. <br />Ed Boyle was requested by the Committion to send copies of any salary or job <br />classification changes to the Commission for their information. <br />Secretary Westerfeld was instructed to forward to Mayor Petrigac and all the <br />Commission members a copy of the payroll sheet even though it is not complete, <br />so they are basically aware of who the Civil Service employees are. <br />CIVIL SERVICE BUDGET: <br />Secretary Westerfeld explained that the amount of money appropriated for Civil <br />Service use will nto cover the expenses for this year, stating that the two biggest <br />exams, Police and Fire, are both this year in addition to the City Clerk exam. Also, <br />there may be more exams required after the Commission reviews the Civil Service status <br />of all the positions in the City. Secretary Westerfeld stated that at the Civil <br />Service Budget meeting with Mr. Cunningham and Mayor Petrigac she:was under the <br />belief that testing expense would remain at $10,000, contingency would be lowered <br />from $4,000 to $2,000, all aside from the Secretary's pay line. Secretary Westerfeld <br />was then instructed to send a letter to Mr. Cunningham regarding this matter. <br />PHYSICAL AGILITY TESTING RIGHTS: <br />Secretary Westerfeld requested authorization to pay two invoices regarding the <br />rights to administer the physical agility tests for both the Police and Fire when <br />required. Permission granted. <br />ENTRY LEVEL PATROLMAN EXAM: <br />Secretary Westerfeld requested authorization to begin testing procedure for entry <br />level Patrolman exam. Permission granted. <br />WEBB: <br />Secretary Westerfeld stated that a request was made to make available to WEBB the <br />names of the candidates on the.entry level Patrolman list who were passed over twice. <br />The Commission determined that the list should be used only for its intended <br />purpose and not release names in any other instance. We could distribute a handout <br />before the exam is given on May 22 for those who may volunteer. <br />RECEPTIONIST SUBSTITUTION: <br />Mayor Petrigac requested determination by the Commission on whether or not Elaine <br />Cowgill, Building Clerk, could be trained as substitute Receptionist.
