UNOFFICIAL MINUTES OF EXECUTIVE SESSION - MEETING OF COMMISSION 2/25/87 <br />SENIOR CENTER CLERK POSITION <br />Regular meeting of the Civil Service Commission retired to Executive <br />Session at 8:10 P.M. <br />Present: Mayor Petrigac, Betsy Jack, Law Director Gareau, Commission <br />members: Pat Bahas, Tom Stroh, Bob Wendt, Secretary, Peg Hill. <br />Question: Betsy Jack: Would like to know the procedure—does a person <br />need to be selected off the Civil Service list? <br />Answer: Pat Bahas: Yes, and I would suggest in the interest of the time <br />and money and other problems—we need to make a selection of one of the <br />candidates off the list. We have three qualified candidates: Virginia <br />Taylor, Nancy Tylicki and June Germ. <br />The Commission would like you to contact a candidate in writing, with a <br />copy sent to the Secretary of the Commission. <br />Statement: Betsy Jack, I felt I was not given any direction. I chose <br />the first candidate that best matched the job, she declned, and other <br />candidates were interviewed.. <br />Statement: Law Director Gareau, The fact that some of these people <br />never worked with seniors..it doesn't make any difference - a clerk is <br />a clerk is a clerk.. (some reference made to Carol Ward). Now I find <br />the position is no longer a viable position. The Senior Center clerk <br />is no different that a clerk in the Building Department. A reftrence <br />that you never worked with seniors before is not a reason to not hire. <br />If they know how to type and file - they are qualified. Again, it is <br />not acceptable to say if you don't work with seniors you are not acceptable. <br />Statement: Pat Bahas, The mayor has the Civil Service Rules & Regulations <br />and she is the hiring authority, or is to appoint a designee. <br />The procedure given is the same procedure used by Joe Schaller in the <br />Engineering Department. He was given the names of the top three ranked <br />candidates and made a selection after the interviews. <br />We can't possibly do your work for you. We are already over -burdened <br />with work and testing and our secretary simply does not have the time. <br />We gave you the rules and regulations, you have to assume the responsibility <br />of becoming familiar with these rules. (Reference made to page 11, Rules <br />& Regulations Handbook:Rule III, Appointments O.R.C. 124.27.) <br />Also, when you want someone removed from the list you need to refer to <br />the Rules. <br />When you are given three ranked candidates, let's say A - B - C. You <br />interview these people, you may select B over A or C, that is allowable. <br />You need to take what you get (explained in more detail selection process.) <br />Statement: Betsy Jack, well I guess I will contact Nancy Tylicki and ask <br />if she still wants the job. <br />Statement: Pat Bahas, Then we will finish now with the understanding that <br />you will contact a candidate and offer her the position as Clerk in the <br />Senior Center. <br />End of Executive Session: 8:25 P.. <br />
