CIVIL SERVICE MINUTES <br />PAGE 2 <br />OLD BUSINESS <br />Building Inspection Test - Civil Service could not find anything in <br />their files on past Civil Service Tests. Mr. Gundy is looking into <br />if the Building Inspector Supervisor can give a "what you can do <br />test instead of a written test for this kind of opening. Mr. Gundy <br />also said that the city has four (4) full-time Building Inspectors <br />and there is one (1) full-time position open now. <br />The Commission is waiting for IPMA Testing Company to send us a <br />sample test for Correction Officer so that we can review it. Chief <br />Sefcek sent the Commission a Job Description which includes clerical <br />skills, but no typing test is required for this position. The pay <br />range is from $7.00 to $10.00 per hour. There will be a $10 <br />non-refundable fee for candidates interested in taking the test <br />which will need to be sent with the application. The minimum age is <br />21. The qualified candidates must also pass a medical examination <br />and a three (3) week (120 hour) training program before being hired. <br />Once the Commission decides on a test to use then Tracy Ice will <br />start to process the ads. <br />NEW BUSINESS <br />The Commission was confused on the suspension process in the Police <br />Department as to when the Civil Service Commission gets involved. <br />Mr. Gundy said that a person must exceed a 3 day suspension before <br />Civil Service gets involved (this is rare). <br />One of the Police Departments Patrolman did not pass his 18 month <br />probation and was dismissed by appointing authorities. On <br />September 10, 1991 the Civil Service received a letter from his <br />attorney asking the commission to consider an appeal. The <br />commission discussed this issue and advised his attorney that this <br />person is not eligible for a hearing. <br />Chief Sefcek mentioned that many communities are now scoring their <br />Physical Agility Tests instead of giving a pass/fail score. <br />This way the Chief can see how the candidates did by their score. <br />This will also help the candidates move further on in the <br />elimination process and it will also help the minorities <br />(especially females). This will give more time for candidates to <br />lose weight, get in shape etc. and if the candidates are unfit then <br />they will be eliminated at the Police Academy. Roger Osterhouse <br />felt that a pass/fail scoring for the Physical Agility Test was best <br />for his department. <br />
