CIVIL SERVICE MEETING MINUTES APRIL 23, 1992 PAGE 2 OLD BUSINESS Unclassified Service, Section 3 of Article 6. Under Section 3 Sub. Para. A5 Fire Chief is listed as a Division Head, Article 5 the Division of Fire shall be in the active charge of the Chief who is responsible for his organization and supervision. Mr. Gundy said that Chief Osterhouse is therefore categorized as a Division Head. Under #7 of the Charter it reads 3 secretaries or asst. clerks - one secretary for each Director or Department Head. Since Marella is not a Dept. Head secretary she should be covered under Civil Service. After this review by the Commission we still feel that Marella should have Civil Service coverage. Henry Robinson advised Tracy Ice to place Marella Varanese's name to our payroll list. Jim Hines made a motion to send a letter to Mike Gareau advising him of the above and asked for his prompt review. Henry Robinson seconded the motion. Mr. Gundy feels that Civil Service coverage comes first and then Union coverage. He says -they have the same protection but with our hiring practice that we have to be out there giving test. Tracy Ice will contact Dr. Maldonado to get approval on putting the new vision requirements into the handbook. Then Tracy Ice will have the copies made and she'll bind them and have them distributed as soon as possible. Each department will get one copy and if more copies are needed please contact Tracy Ice at ext. 232. NEW BUSINESS Mr. Gundy would like to have Civil Service give another test. This test is for a Property Maintenance Inspector. Mr. Gundy gave the Commission a job analysis from Cooperative Personnel Services Testing Company who could make the test. Jim Hines will contact Mike Gareau and see if the Commission can use the list from the Building Inspector instead of giving another test. There is a large salary difference between to two jobs. Chief Osterhouse had received some mail regarding American Hearing Disability. Chief Osterhouse is concerned with when someone calls in with a hearing disability the Fire Department needs to some how be able to communicate with them. Chief Osterhouse asked for the Commission to review this matter. Jim Hines has the manual at home and he will look into this situation.
