CIVIL SERVICE MEETING MINUTES <br />;4it'MAY 281 1992 <br />� PAGE 2 <br />NEW BUSINESS <br />Chief Osterhouse was advised that before swearing -ins are done that <br />the Civil Service should be notified of all new employees --- when <br />they are hired and when their swearing-in will be. <br />The Commission decided to remove two candidates from the certified <br />list for the Fire Department due to their backgrounds. <br />Dr. Maldonado sent Chief Osterhouse a letter with regard to having a <br />hearing test done as part of North Olmsted's requirement, when taking <br />the physical examination. The Commission will be copied on this <br />letter and this will be discussed at our next meeting. <br />Chief Osterhouse has run into a problem with picking one qualified <br />candidate out of the three names which Civil Service gave him. Chief <br />Osterhouse said that all three candidates do not meet our City <br />requirements. The Commission advised him to remove one of the <br />candidates from the list and the other two candidates will be passed <br />by once. Then Civil Service will then give him another name and <br />hopefully he'll be able to pick one from this. <br />Robert Angle came to our meeting and he was Randy Angle's <br />representative. Randy Angle was removed from our certified list for <br />the Correction Officer vacancies. Robert says that the Post Office <br />has been black balling Randy since 1991. Every job he has applied for <br />the Post Office would give bad recommendations. The Post Office told <br />Robert if Randy would have resigned that they would give him a clear <br />bill but the Angles decided to appeal and now they are black balling <br />him. <br />Robert says that while he worked at the Post Office Randy received <br />awards like the Post Master General bronze achievement award, some <br />which he brought to this meeting. Robert said that even prisoners get <br />a second chance when they get out of jail and that Randy has not done <br />anything wrong and that he feels that he is not getting a second <br />chance. This isn't fair and Randy should be re-evaluated says Robert. <br />Randy is ranked 5th but with 3 females ahead of him, due to that the <br />Police Department doesn't have any female openings, this moves Randy <br />to 2nd. Randy brought a letter showing that his work was never in <br />questioned that he always did a good job. Jim Hines said that he <br />would speak to Mike Gareau, our Law Director, and see what his <br />thoughts are on this situation. The Angles will be notified by the <br />Commission after this situation has been looked into. <br />Chief Sefcek had recommended that Randy Angle be removed from the <br />Civil Service List in his letter to us on April 13, 1992. At the <br />Civil Service Meeting April 23, 1992 the Commission removed Randy <br />Angle and a letter was sent out to him advising he was removed from <br />the list one April 27, 1992. <br />
