CIVIL SERVICE MEETING MINUTES
JANUARY 24, 1994
PAGE 2
OLD BUSINESS
Jim Hines mentioned that it is much easier for a Fire Fighter
candidate to get paramedic certification. Paramedic certification
does not require sponsors.
Tracy Ice had spoke with Mr. Belt from the Law Department on
January 21. He mentioned that the Law Department would like to have
the Entry Level Police Exam. validated before giving this test. Tracy
received a letter from the Law Department on January 25 regarding this
and Tracy sent this letter to the Commission to either discuss between
themselves or Tracy will set up a special meeting to decide on how to
handle this situation. At this time the police test is on hold.
Lewis Robinson Case regarding the Building Inspector Test. Ron
Wilamosky said that the testing company did have knowledge of Lewis
Robinson's race before grading the test. We found out that the answer
sheet had a place for the grade they completed, race, male/female etc.
This information was voluntary but did not state this on the answer
sheet. Ron Wilamosky says NO document should identify any candidate
by name or race which the testing company would receive prior to
grading.
Changes are being made to the Rules and Regulations Handbook.
Ron Wilamosky will send Tracy Ice changes to the Handbook regarding
probation/appeals for entry level positions. After all changes are
made. Tracy Ice will distribute them.
NEW BUSINESS
Status of secretarial list. Chief Sefcek was sent 3 names from the
eligibility list. Some candidates refused to be interviewed or were
not interested. The candidates who refused or were not interested to
be interviewed will now be moved to the bottom of the eligibility list
(the handbook will state the above). Therefore, Chief Sefcek was
provided with more names.
The Commission decided that if a candidate for any position gets a
background check and does not pass it that this person will be removed
from our list. Example: If a secretarial candidate gets a background
check for the Police Department and does not pass it. This person
will no longer remain on the list to apply for other city positions.
We want the best qualified candidates not candidates who uses drugs or
who has a bad record. Chief Sefcek will send Tracy Ice letters
regarding this secretarial situation and Tracy Ice will send letters
to candidates advising them of the same.
