North Olmsted, Ohio 44070 <br />Phone: 777-8000 Ext, 232 <br />Fax: 777-5889 <br />TO: Ron Wilamosky <br />Carolyn Kasler <br />FROM: Jim Hines, Civil Service Commission <br />SUBJECT: Jackie Smith Secretarial II Situation DATE: March 21, 1995 <br />At our regular meeting on March 20th, the Civil Service Commission met <br />with Jackie Smith, who attended the meeting, to discuss her recent <br />lay-off from the Police Department. According to Mrs. Smith, she was <br />hired from the Civil Service Eligibility List and vas employed in the <br />Police Department for approximately 2 months before being laid off. <br />Her lay-off was triggered by Cheryl Sears' desire to move back to her <br />former job in the Police Department. Ms. Sears' transfer back to the <br />Police Department created a vacancy in the Building Department. <br />Based on the facts presented to the Commission, it is our opinion that <br />Mrs. Smith should be hired for the vacant position in the Building <br />Department. <br />At the request of the city (Mr. Wilamosky and Mr. Gareau), <br />C_omnis-s-ion-h_ad-_el mina -ted th.e=typing portion of our secretarial <br />testri_-0_ct-o-b-er__o.f-__199-3;. The Commission has determined that a typing <br />t�est--cahnbt�--be -required under the current eligibility list. This <br />typing test was eliminated under the City's request in October 1993, <br />this was so that the City could retain several "provisional" <br />secretaries. If cthe_ test--w-a-s-ina-pp-r--e-p-r_iat-e--for -_screening-p-urposes in <br />Oc-to_b_er-1.99-3-,_=th-eri--it ==1 s= n_appropriat'e-_a=t-t-h-is time.. <br />C;apt___Rupl_e_ndcated -t=hat=Mrs. Smith- was_-ari -EXCELLENT employee in -the <br />P-o_lic-e- Depa-r-tment--.and-he--would-highly r-ecommend her-.- <br />Mr. <br />er--. Mr. Paul Grayshaw of the ASSCME was also in attendance at the meeting <br />and indicated that the union thought Mrs. Smith would be transferred <br />to the position in the Building Department, even though Mrs. Smith was <br />not yet a union member. The union feels that Mrs. Smith should be <br />allowed to transfer to the Building Department. <br />----- -- <br />Th_e_-Commiss.i.o.n__(-by-a- 3 -0 -vote) strongly_recommends <br />---t-hatMrs.- Smith -be <br />hired -=for_ this va_eancy= in =the "_Bui.lding -Department`.
