r� <br />Director so that he may determine if it would be legal to pass up the next three names. Whatever <br />the Law Director decides the commission will concur. Fire Chief Osterhouse asked if there is a <br />possibility there would ever be a need for a full time female correction's officer. Mr. Hines would <br />like to tie up the loose ends and possibly specify that the position of correction's officer is a male <br />job. Chief Viola agreed to discuss this issue with the law department. <br />IV. OLD BUSINESS <br />1) Promotional Fire Lieutenant Examination - <br />The written examination was given on April 20, 1996. On May 11, the top six candidates were <br />permitted to take the oral assessment. At the June 17th meeting, there was a protest filed by Mr. <br />Ronald Prebis. He felt his seniority points should have been added in after the written <br />examination. Due to the fact the rule was vague, the commission agreed to re -administer the oral <br />assessment portion of the test to Mr. Prebis plus those candidates he could surpass. It was <br />decided, when there is a need to hire beyond the candidate ranked second, the oral examination <br />would have to be re -administered to candidates ranked third through sixth plus Mr. Prebis. The <br />candidates ranked third through sixth are opposed to this decision. All the candidates affected by <br />this decision seem to have come up with a solution that will be beneficial to everyone. <br />Mr. Prebis explained they have come up with the following agreement: He will drop five of his <br />seniority points if he alone will be required to take the oral assessment. He stated if there is a <br />neighboring city with the same three testers, he would be willing to take the examination at that <br />location. He wondered if the list can be certified to two years from the oral examination. Mr. <br />Hines thought that the list could be good two years from the oral assessment, but asked for the <br />opinion of the other two commissioners. The other two commissioners were agreeable to two <br />years from the date Mr. Prebis takes the oral assessment. Chief Osterhouse asked if a special panel <br />would have to come in to interview just that one person. Mr. Hines suggested contacting the Ohio <br />Fire Chief s Associations -to determine if they are giving another oral test somewhere near North <br />Olmsted. He elaborated, if there is someone administering the test locally and they would like to <br />do it there it is fine, however, the cost of having them come to North Olmsted does not preclude <br />that being a possibility. Mr. Prebis noted at the last meeting the statement was made that in the <br />future the commission will be discussing cutting back the seniority points or eliminating them <br />altogether. Mr. Hines stated that they will bring that issue up in the future, as a system is in the <br />process of being developed. Amy Cornish will let Jay Power know if and when this issue will be <br />heard in the future so that he may then inform the firefighters. One of the candidates pointed out <br />that there may be a problem with extending the list, as those candidates not involved in the oral <br />assessment may object. Although, Mr. Hines did not foresee a problem, as one additional <br />candidate needs to be tested, he did want to run this issue past the law director. The candidates <br />present are only agreeable to this idea, if the list is extended to two years from the date Mr. Prebis <br />takes the oral assessment portion of the examination. <br />2) Should we lower the seniority points for promotional exams? <br />To be discussed at a later date. <br />3) Changes to the Handbook have been made and the various copies distributed. <br />X.
