Prebis should be the only candidate he should be required to compete against. One of the <br />candidates asked if the commission can retract their decision to administer the extra credit <br />points after the written test, yet before the oral exam. An unidentified firefighter responded it <br />is unfair to request that Mr. Prebis drop his protest, but instead asked the civil service <br />commission to withdraw it for him. It was noted the commission has already made a decision <br />based on Mr. Prebis protest. Mr. Cummings recommended that everyone identify themselves <br />prior to speaking. Mr. Prebis stated he would like to drop his protest. Mr. Power noted the <br />protest has already been heard and decided upon by the commission. It was questioned <br />whether it is in the candidates rights to withdraw a protest. Mr. Powers believed it might be <br />too late to withdraw the protest. Mr. Robertson compared Mr. Prebis withdrawing his protest <br />to an entry level applicant requesting removal from the certified list. He elaborated the <br />commission does not re-examine everyone because one candidate declined employment and <br />noted, due to Mr. Prebis's request, there is no longer a reason to retest on the oral exam. Mr. <br />Hehnen stated the commission made a decision that candidates ranked third through sixth must <br />retest, and wondered if this still will occur despite the fact Mr. Prebis has withdrawn his <br />protest. Mr. Cummings believed that the commission's decision was made as a result of Mr. <br />Prebis' protest. He noted Mr. Hehnen is protesting the commissions decision, which gives the <br />commission the right to revisit the situation. Mr. Cummings believed it is now within the <br />commission's rights to decide that efficiency and seniority points should be added in after the <br />oral assessment. The commission made the decision to revert to adding the extra points in <br />I <br />fter completion of the oral assessment. Mr. Powers noted the situation was originally <br />addressed in May. He explained none of the firefighters questioned when the seniority would <br />be added at that time. Mrs. Kasler stated someone had to question it or else it probably would <br />have never been discussed. Mr. Prebis stated he knew points would be added for efficiency <br />and seniority, but never was given any documentation stating that the points would be added in <br />after the oral assessment. Police Chief Viola stated, before the test was given this issue was <br />brought before the civil service commission. He noted before the lieutenant promotional test <br />was ever given, the commission decided that extra credit points for efficiency and seniority will <br />be granted after completion of both portions of the examination. There was no further <br />discussion on this matter, as the decision was to convert the list back to the way it was <br />originally, and the extra credit points will be added in after completion of both portions of the <br />examination. <br />V. NEW BUSINESS: <br />1) Status of entry level police. The November 18, 1996 examination for entry level police officer <br />has been canceled. We hope to administer this examination sometime in the early spring. <br />2) The certified list for Radio Dispatcher has expired, we were unable to get the funding to <br />administer that examination this year. A full time dispatcher has quit, therefore there is an <br />urgent reason to fill this position. The commission has received a letter from Chief Viola <br />outlining the situation. Should Tammy Farris be tested? Chief Viola explained a full time <br />dispatcher quit giving a one week notice. A civil service examination was tentatively <br />scheduled, but had to be canceled because there was a lack of funds. Chief Viola explained <br />dispatching at the police department is a critical and urgent need to fill. He contacted Mr. <br />Wilamoski because someone needed to fill this position immediately. He elaborated that he <br />cannot juggle part timers in the position because it is the midnight shift. Chief Viola believed <br />Tammy Farris is highly qualified for this position as she has been in training for almost six <br />months and is a college graduate. He noted, by waiting for the test to be given, the police <br />department is jeopardized by way of supplying the man power needed to fill an emergency <br />
