REPORTS: <br />Mr Hines has"accepted a job offer in -Columbus and has�resgned from the Civil Service <br />Commission effective October 1, ;1996." Congratulations „Jim, we will miss you. Mr. Ernest <br />Cumniiigs has beenFappointed asahe thvrd civil service commissioner.. The commission <br />decided that Mr. Cnmmirigs will be chairman and Mrs Zolar co-chairman <br />IV. OLD BUSINESS <br />1) Promotional Fire Lieutenant Examination <br />The written examination was given on Apiii !4, 1996 On May 11, the op six candidates were <br />permitted to take the oral assessment. At theyJuue 17th :n tin%' there was a protest filed by <br />Mr. Ronald Prehis He felt his seniority points should have been added iri after the written <br />examination. Due to; the fact the rule was vague, the commission agreed to re -administer the <br />oral assessment portion of the test to Mr. Prebis plus those candidates he could surpass. It was <br />decided, when `thereis a need'to,hire beyond the..can&date. ranked'second, the oral examination <br />would have to be r&,admniistered to candidates} ranked third through sixth plus Mr. Prebis. <br />The candidates ranked third through sixth are, opposed to this decision. All the candidates <br />affected by this decision seem`to have come up -With a solution that will be beneficial to <br />everyone. Mr. Prebis, the spokesman for the group at our previous meeting, is willing to drop <br />5 of his extra credit points if only he will be required to take the oral assessment. The <br />commission preferred to administer this examination at a location where one is already being <br />given. The question as to whether we can extend the list to two years from the date Mr. Prebis <br />will take the examination, was referred to the law director for his opinion. The commission <br />has received a copy of the law director's written opinion in their packets. The secretary read <br />the law director's written opinion and a copy was sent around the room. Mr. Hehnen <br />requested to go on record that he filed an individual protest. A copy of this protest along with <br />several others are on file in the civil service office. Mr. Hehnen explained that the law <br />directors opinion adversely effects him, as he will be required to recompete against candidates <br />ranked third, fifth, and sixth plus Mr. Prebis. He believed this is unfair because he is not given <br />the opportunity to compete against candidates ranked first and second. Mr. Hehnen believed <br />
