ROLL CALL: <br />THE SPECIAL MEETING OF THE CIVIL SERVICE COMMISSION OF JUNE 9,1997 WILL <br />NOW COMMENCE.... PRESENT ARE: Chairman Cummings; Commissioner Zolar; Commissioner <br />Benjamin; Acting Union President Vance; Personnel DirectorWilamosky; and Assistant Clerk of <br />Commissions Cornish. <br />H. DISPOSITION OF NIINUTES: <br />Any additions or corrections,to the muiuies of May 19, 1997. <br />III. REPORTS: <br />IV. OLD BUSINESS ; <br />A) Report on handbook Afthe December 1996 meeting the civil service commission voted to <br />declare the June 1996 handbook a suggestion§ workbook. All directors and.department heads <br />have received a, copy of the Juneedition on disk or via e-mail for their review.. -The fire <br />department' and thie law department provided'suggestions at the January 27;,;1997meeting. Mr. <br />Wilamosky presented his; first draft copy of suggestions for changes on March 4, 1997. The Law <br />Department_has,sinoe recommended changes to this original draft. Mr. Wilamosky'incorporated <br />these suggestions into his second draft; submitted on March 13, 1992 The commission began <br />reviewing the Administration's Suggestions`at the March 24; 1997 meeting and shall continue with <br />page 16 of this second draft. <br />55 '•;.. <br />The commission began reviewing page 16 -of the admnnstrauon suggestions :`Mr: Vance, acting <br />president of the firefighters union, had some questions peft auung"to previous pages. He noted on <br />page 11 there was a part,•b added -to,' section 4. The suggestion reads,as follows: "Credit for <br />efficiency and seniority m.promotional examinations shall be added t&the,applicant's total score <br />for the written and/or ori&portions of the exam. Credit willnot be added to the applicants score <br />on the written portion of the examination alone,,:but only after -completion of all portions of the <br />examination process." The' corresponding;page.would be page 9, of the current edition of the <br />handbook, however the verbiage has;changed. Mi' Vance questioned the change. NIr. Wilamosky <br />believed this verbiage was similar to what was suggested by Chief Osterhouse in cooperation with <br />the Union Executive Committee. Mr. Vance advised the oral section of the lieutenants <br />examination is a recent addition.- The current handbook states "Credit for efficiency and seniority <br />in promotional examinations within the Fire and Police Departments shall not be a part of; but shall <br />be a credit to be added to the applicant's grade resulting from the competitive examination, <br />provided the applicant receives a passing grade in the competitive examination." In the past it was <br />clarified the competitive examination includes all portions of the test. As there was past confusion <br />on what the competitive examination entails, Mr. Cummings confirmed this additional verbiage <br />was added for clarification purposes. Mr. Wilamosky wondered if Mr. Vance had some concerns <br />about the wording, as he did not want to propose anything that may create a conflict. Mr. Vance <br />advised a grievance was filed several months back regarding when seniority and evaluation points <br />
