is designed to measure each applicants skills and abilities in the following areas: Reading Comprehension (24 <br />questions); Ability to Learn and Apply Information (21 questions); Reasoning Ability (18 questions); and Ability to <br />use Situational Judgement (1.7 questions).." The Commission and Chief Viola reviewed this item. Mrs. Benjamin <br />asked for a copy of the page in question. The clerk advised she wanted to get a passing score established and fill in <br />that blank prior to handing out the updated copy. It was noted for the last test the passing score was set at 70% and <br />only 3 out of 28 failed. The commission believed the passing score should remain at 70%. The clerk advised the <br />area code has changed to 440 and the application packet will have to be updated accordingly. Mrs. Benjamin <br />noted someone will have to be the tester. Mr. Cummings suggested that Mrs. Benjamin be the tester. Mrs. <br />Benjamin agreed to be the tester. E. Cummings motioned to approve the application packet for Dispatcher with <br />the following changes: the passing score is 70%; the area code is to be changed to 440; and the description of the <br />'TYPE OF TEST" is acceptable as presented at tonight's meeting. The motion was seconded by S. Benjamin and <br />unanimously approved. Mr. Cummings confirmed Mrs. Benjamin has been appointed as the administrator of the <br />test. <br />2) Civil Service will need to give an examination for the position of Correction's Officer. International Personnel <br />Management Association (I.P.M.A.) has provided the city with testing materials for review. The Appointing <br />Authority has been asked to advise the commission which form of the test they would like to use. Pending <br />commission approval, the Corrections Officer test is tentatively scheduled for December 2, 1997. Provided this <br />date is approved, packets will be ready for review by the next meeting. The two commission members present had <br />no problem with setting the Corrections Officer test for December 2, 1997. Packets will be submitted at the next <br />meeting. The commission had no problem with setting the Corrections Officer test up for December 2, 1997. <br />Packets will be reviewed at the next meeting. <br />3) Civil Service will need to give an examination for Secretary. At a previous meeting it was suggested that the <br />schools be contacted for the possibility of administering the typing test. Mr. Andolek of the North Olmsted High <br />School was contacted at the request of Chairman Cummings. Mr. Andolek had some questions about the test such <br />as: Would this include designing, administering and grading the test? How much would he be compensated for it? <br />Apparently there are a couple different ways of grading the test, how should this test be graded? A lot of these <br />questions could not be answered by the commission or the secretary so Mr. Cummings asked that Personnel <br />Director Wilamosky work the details out with Mr. Andolek. The commission secretary sent an e-mail to Director <br />Wilamosky and Mr. Wilamosky responded. The secretary has informally invited Mr. Andolek to the next meeting <br />and will send out a formal letter to Mr. Andolek upon commission approval. Would the commission like for other <br />testing companies that may have software to be invited to the October meeting? <br />The clerk advised Barrett and Associates and Personnel Selection Services have submitted documentation <br />describing their software packages. Mrs. Benjamin wondered if Mr. Wilamosky was in favor of having a testing <br />company rather than Mr. Andolek compose the test. The secretary noted the only response received from Mr. <br />Wilamosky is included in the commissioners packet dated August 22, 1997. Mr. Cummings advised one of the <br />reasons the commission asked that Mr. Andolek be contacted is because a location was needed to hold the test. He <br />elaborated the commission wanted every applicant to be tested at the same time, in the same environment, and the <br />schools seemed like the most logical location. Mr. Wilamosky was concerned that the schools have archaic <br />equipment but it has since been confirmed computers are now in place at the high school. Mrs. Benjamin noted in <br />Mr. Wilamosky's response he recommends that the commission ask the Law Director for a more concise definition <br />of what constitutes the validation of a test. She wondered if this validation requirement would prevent the <br />commission from contracting Mr. Andolek to give the test. The secretary advised Mr. Gareau has been asked <br />about test validation and the commission should be receiving a response in the near future. Mrs. Benjamin <br />wondered how a test Mr. Andolek composed can be validated as she believed Mr. Andolek had the qualifications to <br />organize this type of test. Mr. Cummings went to the last Cuyahoga County Association of Civil Service <br />Commissioners meeting and noted in many cities the commission actually makes up and administers the agility <br />tests. He could not understand why the commission cannot set criteria for this test but would like a response from <br />the law director before drawing any conclusions. Mrs. Benjamin did not want to waste Mr. Andolek's time if, due <br />to the validation process, he is prohibited from designing, administering, and/or grading this test. Mr. Cumming's <br />would like an answer from the law department as he believed the commission can declare which test they would <br />Re to give. He asked that the secretary contact Mr. Gareau and tell him we need the legal opinion as soon as <br />possible. The secretary was advised not to send the formal letter out to Mr. Andolek until a response is received <br />from Mr. Gareau. Chairman Cummings stated it was not necessary to invite Barrett and Associates and Personnel <br />Selection Services to the meeting as the commission has enough written information from those two companies. <br />He asked that the secretary forward the commission a copy of the written literature from both companies for the <br />next meeting. <br />2 <br />
