CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />MINUTES - DECEMBER 15,1997 <br />I. ROLL CALL: <br />THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF DECEMBER 15, 1997 <br />WILL NOW COMMENCE.... PRESENT ARE: Chairman Cummings, Commissioner Zolar, and <br />Commissioner Benjamin. <br />H. DISPOSITION OF MINUTES: E. Cummings motioned to adopt the minutes as written, seconded <br />by L. Zolar and unanimously approved. <br />III. REPORTS: <br />A) There were 9 correspondences received and sent. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />A) A request for refund from a corrections officer candidate. The secretary advised when the <br />advertisement ran and applications were sent out the package did not list the time of the test. A <br />separate letter had to be sent out to all candidates advising of the time of the test. Timothy A. <br />Helm, then realized he could not take the test due to conflicting schedules. He sent a letter in to <br />civil service before the test was administered. Mr. Cummings stated this is grounds for a refimd. <br />E. Cummings motioned to refund Mr. Timothy A. Helm the filing fee he submitted for the <br />corrections officer examination. The motion was seconded by S. Benjamin and unanimously <br />approved. <br />B) A request for refund from a building inspector candidate. The secretary advised Mr. Carl Petroski <br />submitted a certified check with his application packet, but also submitted a notarized affidavit <br />requesting that the filing fee be waived. The commission reviewed this request in conjunction with <br />Rule VI, Section 3-f of the North Olmsted Civil Service Commission Rules and Regulations <br />Manual.. Chairman Cummings stated Mr. Petroski has submitted the notarized affidavit in <br />accordance with the rules. E. Cummings motioned to refund Mr. Carl Petroski the filing fee he <br />submitted for the building inspector examination. The motion was seconded by S. Benjamin and <br />unanimously approved. <br />C) A request from a building inspector candidate for extra credit consideration. Mr. Joseph Csikesz <br />submitted a letter with his application explaining he needs one more certificate before receiving all <br />of the combined certificates that would grant a class R license. The Safety Director and Building <br />Commissioner gave the opinion that the rules should be followed as stipulated in the application <br />packet. The packet stated certificates had to be attached to the application packet to receive <br />credit. Mr. Cummings explained past practices should be followed and the extra credit request <br />should be rejected. E. Cummings motioned to deny extra credit to Mr. Joseph Csikesz, due to <br />lack of the required certificate. The motion was seconded by S. Benjamin and unanimously <br />approved. <br />D) A request from a building inspector candidate for extra credit consideration. Mr. Joseph <br />Hovancsek submitted a letter of interim approval from the Ohio Board of Building Standards, but <br />did not enclose the actual certificate. The Safety Director and Building Commissioner gave the <br />opinion that the rules should be followed as stipulated in the application packet. Both <br />recommended that this be referred to the law department for a more thorough analysis as to <br />interim approval. The clerk advised this was recently submitted to the law department and we are <br />waiting on a response. Mr. Cummings believed that the commission should follow past practice. <br />
