CITY OF NORTH OLMSTED
DIVISION OF POLICE
27243 LORAIN ROAD
NORTH OLMSTED, OHIO 44070
PHONE 440 777-3535 GEORGE RUPLE
( ) Chief of Police
FAX (440) 777-9189
June 10, 1998
TO: Mr. Cummings - Chairman, Civil Service Commission
FROM: Chief George Ruple
SUBJECT: Seniority Credit
I would like to express my opinion on the seniority credit issue. With
the present methods of promotional testing within the police department;
seniority points can be a major factor in the final score a candidate receives.
Police work in general is much the same'no matter where you go world wide,
what is unique about it is the way different departments operate. An officer
can be on another department for several years doing things differently then
the way they are done in North Olmsted. When he becomes employed in
North Olmsted, and if he is allowed to transfer his seniority, this seniority
may put him ahead of an officer with much more experience in the way things
are done in our department.
We strive to use the latest testing methods to determine the best
supervisors possible. It would be a shame to see a well qualified officer with
more seniority with the department be ranked lower than an officer with less
seniority on the department because that officer was allowed to transfer his
seniority from the other department.
 Qf
George Ruple
Chief of Police
