J
CITY OF NORTH OLMSTED
"TOGETHER WE CAN MAKE A DIFFERENCE!"
CIVIL SERVICE COMMISSION
MINUTES -FEBRUARY 22, 1999
I. ROLL CALL: Chairman, E. Cummings called the meeting to order at 7:OOP.M.
THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF FEBRUARY 22,
1999 WILL NOW COMMENCE, PRESENT ARE: E. Cummings, L. Zolar and J. Thomay
ALSO PRESENT: Fire Chief, R. Osterhouse; Assistant Fire Chief, B. Smith; Safety Director,
T. Jenkins; Fireman J. Powers; Fire Captain, J Hohenfeld; Secretary, K. O'Connell
11. DISPOSITION OF MINUTES: The minutes for the January 18, 1999 Civil Service Meeting
have been submitted for approval.
E. Cummings motioned to accept the minutes as written, seconded by J. Thomay and
unanimously approved.
III. REPORTS:
A) There were 19 correspondences received and sent.
E. Cummings motioned to accept the correspondences as submitted,, seconded by J. Thomay
and unanimously approved.
IV OLD BUSINESS:
To update the commissioners on Police Entry Level Exam. There were 350 applications
available, 329 were handed out, and 200 applications were accepted. There was one application
that was incomplete. The applicant was notified by letter his application fee was non-fimdable
as per the application instructions.
The Commissioners did not have any comments or questions about the applications that were
handed out or received for the Police Entry Level Exam.
B) Fire Chief Lee, from the Ohio Fire Chiefs Association would like to request that the Civil
Service Commissioners make a motion on changing the Assistant Fire Chief s 2 hour oral
assessment requirement to a one (1) hour. It is felt that a one (1) hour assessment would be
sufficient for the total number of questions that will be asked. Another fact to take into
consideration is, if only one (1) Captain chooses to participate in the Assistant Fire Chief test a
total of six (6) Lieutenants are eligible to participate, which would require a 14 hour oral
assessment. Note: The clerk observed that each of the Fire Chiefs oral assessments did not
require the full two (2) hours to complete.
Mr. Cummings asked if anyone had any comments. Mr. Thomay asked secretary O'Connell,
didn't we just changed the oral assessment at one of our last meetings, to (2) hours on advice
from the testing company?" Secretary stated that yes they had changed the length of the oral
assessment at the December 21, 1998 meeting. Mr. Cummings acknowledged they had just
changed the length of the oral assessment, and the commissioners had given the length of the
oral assessment a great deal of thought before the change was made.
