to concentrate on the test. Mr. Thomay asked if 30 days would be a sufficient amount of time to <br />review the test. The secretary indicated 30 days would have to be enough as that was the time limit <br />Biddle & Associates Inc. allowed. Mr. Cummings indicated he thought it would be a good idea to <br />request the 30 -day trial of the test during the Boards and Commissions vacation month. He further <br />indicated he felt that the Civil Service members should only take one-month vacation in 1999 with <br />all the tests that were being given. The secretary suggested that June would not be a good month <br />for vacation as the Assistant Fire Chiefs test results would need to be certified in June. The <br />Secretary commented that she would try to have the dates of the Captains, and Lieutenants test set <br />by the June 21, 1999 Civil Service meeting so that the Commissioners could set their vacation time. <br />Mr. Thomay asked how long it would take to receive the OPAC test once it is ordered. The <br />secretary indicated she thought it would take 7 business days to receive the test and indicated she <br />would also have a date set to order the 30 day trial program at the June meeting. Mr. Thomay asked <br />if a motion was needed to allow the secretary to order the 30 day trial program. Mr. Cummings <br />indicated a motion could be made indicating that the Commission would like the secretary to order <br />the 30 -day trial program so that it shows that she is ordering it on behalf of the Commission. <br />E. Cummings motioned to have the secretary set up a date in which to order the 30 -day trial <br />program for the Biddle & Associates Inc. OPAC (Office Proficiency Assessment & Certification) <br />test. The motion was seconded by J. Thomay and unanimously approved. Motion Carried. <br />IV. OLD BUSINESS: <br />The Commissioners need to be updated on the entry-level Police agility exam that was administered <br />by Saint Johns West Shore Hospital, on Saturday, April 24, 1999, at the North Olmsted High <br />school. There were 26 candidates invited to participate in the agility test. 23 candidates took the <br />agility test. 2 candidates failed to respond to the agility intention notice. 1 candidate failed to show <br />up to take the agility test. 3 candidates choose not to firiish the agility test, and 4 candidates failed <br />the agility test. 16 candidates passed the agility test, and the police officers ranking list has been <br />established. The commissioners will need to certify the Police officers entry level, ranking list. <br />The secretary indicated that letters had been typed up and were ready to be mailed to each of the <br />126 candidates. She explained the reason for the letters was because so many names had been <br />removed from the list since the written test results were released. Mr. Thomay reviewed that their <br />was only 16 candidates that were on the list that had taken and passed the agility test and asked if <br />another agility test could be given in the future if needed. The secretary suggested that, if the list of <br />names got low she would make arrangements for another agility test to be given. <br />E. Cummings motioned to certify the Entry-level Police Officers list. The motion was seconded by <br />J. Thomay and unanimously approved. Motion Carried. <br />V. NEW BUSINESS: <br />Safety Director, Jenkins attended the Clemans Nelson & Associates Inc. seminar on April 8, 1999. <br />The Commissioners were given a copy of the municipal Civil Service update 1999 book for review. <br />Mr. Jenkins will be present to summarize the seminar he attended. <br />Mr. Jenkins indicated that the state law dictates certain information has to be sent to the Police and <br />Fire Fighters pension board for each of the new candidates hired. The physical exam has become <br />more stringent, and a statistic from Columbus sited that 33% of the fireman and 41% of the <br />policemen retired on disability. The pension board reacted by setting up a more specific physical <br />that is given upon hiring Police and Firemen. In the past the candidates were tested but it was not <br />specified what kind of protocols were to be followed for the physical exam procedures. The tests <br />are for suitability for functions within the position. What it has been updated to, state is "here is the <br />K <br />
