He commented that he contacted Mr. Kirkwood's last employer and he <br />indicated that all the employees were made aware that vacations were to be taken the first <br />three months of the year as that would be the off season for golfers. The employer indicated <br />that there were other matters that lead to Mr. Kirkwood's being let go. Detective Branscum <br />commented that Mr. Kirkwood was not only deceptive during the polygraph he was also <br />deceptive in the paperwork he filled out prior to taking the polygraph. Mr. Dubelko <br />commented that part of the hiring process is passing the background investigation and the <br />police department believes in it and it is a valid pre-employment tool and if an individual <br />doesn't pass the polygraph test then that is it he did not pass. Mr. Cummings commented that <br />the board heard both sides and was ready to hear a motion. <br />J. Thomay motioned to uphold the ruling to remove candidate Kirkwood's name from the <br />entry-level list for failing the background investigation. The motion was seconded by E. <br />Cummings.
