out of the budget now we may put ourselves in a bind. Mr. Thomay indicated he is in agreement with <br />that. Mrs. Martin asked for clarification on the budget. Mrs. Rote reviewed the figures and the total of <br />$68,000. She explained that the category of "Civil Service Other" covers the post office box and the <br />physical, psychological, and eye exams when a candidate is hired. She calculated that between the fire <br />and police department, there can be 2 hires. She said again that neither department mentioned anything <br />about hiring intentions. She said under "Civil Service Testing" the total comes to $69,434 because we pay <br />$900 for the secretarial program we own. Mr. Thomay asked about the computers at the Senior Center. <br />Mrs. Rote updated him on the situation. She then explained there is a Civil Service Commissioners line <br />item where it is mandated by ordinance that each member is paid $10 per meeting attended. Her <br />breakdown is that there are an estimated 12 meetings a year at $10 per meeting for 3 members which <br />comes to $360. There is also a county association fee that she anticipates being approximately $100. <br />Since we need to give an estimated 8 tests next year, the testers fee is $45 per test. There is a stipulation <br />that there has to be 1 monitor for every 100 candidates. There is a charge of $35 per monitor. Mr. <br />Thomay asked if she figured in special meetings. Mrs. Rote indicated that the payment for special <br />meetings is the same as regular meetings, but there is usually a vacation month or two so any special <br />meeting would be covered. There was discussion about how long the payment has been $10. <br />R. Giesser made a motion to submit the civil service budget as presented. The motion was seconded by J. <br />Thomay and unanimously approved. <br />V. NEW BUSINESS: <br />Commissioners need to make a motion for Chairman and Vice Chairman for 2003, as well as set the <br />meeting dates for 2003. <br />P. Martin made a motion to retain Mr. Thomay as Chairman and Mrs. Giesser as Vice Chairman. The <br />motion was seconded by R. Giesser and unanimously approved. <br />• There was a review of the 2003 calendar of meeting dates and discussion about changing a few dates. <br />There was also discussion about changing the starting time for meetings. Mrs. Rote indicated that meeting <br />are usually held in the evening to allow the general public to attend. Mrs. Giesser asked if they will be ok <br />with the protest period if the January meeting is moved. Mrs. Rote indicated the candidates have until <br />December 30th to contact the Office of Commissions to file a protest. She confirmed that any protests <br />must be addressed at a regularly scheduled meeting. If the January meeting is moved to the 13th, the <br />Commission still has 14 days to get research on the protest. If we receive a protest, a copy is sent to the <br />law department, the commission, and the testing company. The law department is asked for an opinion <br />and the testing company is asked to submit its opinion. The law department is invited to attend the next <br />meeting and the commission reviews all the information received. There was further discussion about the <br />meeting dates to be changed. The board members agreed to keep the 7:00 p.m. start time. <br />J. Thomay made a motion to change the January meeting to January 13th, the February meeting will be <br />February 10th, and the March meeting will be March 10th. The motion was seconded by P. Martin and <br />unanimously approved. <br />Commissioners need to address Ordinance 2002-198, an ordinance abolishing the position of Assistant <br />Fire Chief. <br />Chairman Thomay indicated they have been presented with an ordinance to get rid of the position of <br />Assistant Fire Chief. Mrs. Rote indicated she spoke with Law Director Jim Dubelko who informed her <br />Council tabled the ordinance indefinitely. The intent is to not fund the position for 2003 just to see how it <br />goes without an assistant chief. Mr. Thomay said obviously there will be vacation time and times the <br />chief cannot perform his duties. He asked who is second in command then. Mrs. Rote said the assistant <br />fire chief currently is a captain. There are currently 6 captains on the force. She assumes it is the senior <br />captain that would act on the chief s behalf. Mr. Thomay asked if the assistant position is part of the <br />
