CITY OF NORTH OLMSTED
"TOGETHER WE CAN MADE A DIFFERENCE!"
CIVIL SERVICE COMMISSION MEETING
MINUTES — JUNE 23, 2003
COUNCIL'S CAUCUS ROOM
7:00 P.M.
I. ROLL CALL:
Chairman Thomay called the meeting to order at 7:05 p.m.
PRESENT: Chairman J. Thomay and Board member R. Giesser.
ALSO PRESENT: Assistant Law Director B. O'Malley and Civil Service Secretary D. Rote.
II. DISPOSITION OF MINUTES:.
The Civil Service minutes dated June 6, 2003 are submitted for approval.
J. Thomay motion to approve the June 6, 2003 Civil Service minutes as written. R. Giesser
seconded the motion, which was unanimously approved.
III. REPORTS:
There were (7) pieces of correspondence received and (5) pieces of correspondence sent out.
Discussion regarding whether or not the clerk's e-mails are considered correspondence that needs
to be reported was discussed. Mr. O'Malley advised that e-mails in general that pertain to
questions from the board members directed to an individual would be considered correspondence
as would the official response from the individual and should be listed. However, e-mails from
the clerk seeking general guidance from an individual is not considered correspondence just as the
response from that individual would not be listed. Mrs. Giesser voiced that although the law
department has made a distinction as to e-mail that should or should not be listed from the Law
Department how is the clerk to distinguish her remaining e-mails. Mrs. Rote indicated that she
thought anything and everything sent or received regarding Civil Service had to be reported to the
commissioners. Mr. O'Malley explained that if any e-mail sent or received is addressed to or
from the Civil Service Commissioners then those e-mails would have to be reported.
J. Thomay motion to approve the reports as submitted. R. Giesser seconded the motion,
which was unanimously approved.
IV. OLD BUSINESS:
Continued review of the current Civil Service Handbook:
Mr. Thomay announced that due to a conflict with her busy schedule board member Patricia
Martin resigned her position on the board. He questioned if the clerk had any information as to a
possible replacement for Mrs. Martin. Mrs. Rote advised that the Mayor released a press release
asking for volunteers and encouraged the commissioners to make suggestions to help the process
along. Mr. Thomay stated "the review of -the Civil Service Handbook would be tabled until a
third commissioner is appointed".
Continuation of Civil Service addressing City positions covered by Civil Service:
