R. Giesser motion to move and direct a memo to the Safety Director it is the intent of the Civil <br />Service Commission to create a list, but that the list is not certified at this point in time and <br />can not be until the completion of the protest period. Mr. Jesse questioned why the motion was <br />made if it is normal procedure. Mr. O'Malley suggested that the commission wanted to make it <br />very clear to the extent that at the last meeting the eligible list that was established may have been <br />interpreted as being certified. In terms of certify for purpose of the Safety Directors reliance to <br />make the appointment that any impressions to that effect are to be corrected. The list stands that the <br />ranking is un -effected by the re -computations of the scores, but pending a protest period a formal <br />certification by the commission the appointing authority should not rely on the eligible list. J. <br />Thomay seconded the motion, which was unanimously approved. <br />Lt. Robertson indicated that he was present to voice that he and the other two Lieutenants <br />appreciate that the testing company responded to their letter requesting addition information <br />regarding the results or their tests. They appreciate the graphs provided for the oral assessments. It <br />is an educational tool for them and they would like to request that the Lieutenants exam include the <br />same graphs for the candidates as well. Chief Klecan voiced that the lieutenants test will take <br />longer as there are more candidates and usually have more issues arise so he would like the <br />commission to start the process as soon as possible. Mr. Thomay commented that the commission <br />is currently in the very early stages of the Lieutenants exam. <br />Mr. O'Malley wish to address the earlier mention of protests being received and possibly receiving <br />more. He does not see any specific time -lines for the commission to address those protests. They <br />are received as correspondence for the next meeting and the commission can determine then how <br />they want to deal with them. The appointing authority would be anxious to have the process <br />completed so they can have the certified results and proceed with the appointment. The <br />Commission in its discretion determines the time -line for hearing the protests received. Ms. <br />Giesser wished to make it clear that any protest, which had been previously received, would not <br />need to be refilled due to the new protest period. Furthermore, the Commission will consider those <br />protests and any additional protests filed if any in the next 10 -days. Mr. O'Malley suggested that <br />the commission could direct the clerk to send each candidate a memo explaining the procedures that <br />took place today. As the motion and the minutes may not be available or published is such a way <br />the applicants would understand what the commission discussed. Ms. Giesser voiced that she did <br />not think that was necessary as long as it is on record their intent. She suggested Mrs. Rote could <br />answer any questions the candidates may have when or if they call. Ms. Giesser questioned if the <br />protest period did not end until August 9, 2003 would the testing company have enough time to <br />respond to the protests. Mrs. Rote reviewed that as a protest is received it is faxed right away to <br />the testing company and Mrs. Ramsey indicated that she could have her response no later than <br />August 14, 2003. Mr. O'Malley suggested that the testing company can respond in person or <br />though written correspondence. <br />VI. ADJOURNMENT: <br />J. Thomay motion to adjourn the meeting. R.
