Mr. O'Malley said there has been some discussion with the building <br />commissioner. He added that Mrs. Ramsey indicated she would be testing on the International Building <br />Code as well as the Ohio Building Code, and it seems to be within the perimeters of what he would <br />expect. Mr. Thomay asked how important it is to get the position filled. Mr. O'Malley said assuming <br />they have a pool of potential candidates from the advertising that was just done, the commission may be <br />notified again of a provisional or temporary appointment, although he can't speak for the appointing <br />authority. Mr. Thomay commented they had a good response the last time for people applying for the <br />position. He asked if the candidates will know at the time they apply about the provisional appointment. <br />It will affect how many people they get. Mrs. Giesser said it doesn't have to as long as it's in the first <br />half of the provisional appointee's tenure, he has the same equal footing as the other candidates. Mr. <br />Thomay asked if they have a contract yet. Mrs. Kilbane indicated Ramsey & Associates sent a draft <br />contract. Mr. O'Malley said the commission can certainly recommend hiring Ramsey based upon the <br />information that has been supplied. He said they can authorize the clerk to proceed with the matter and <br />request that a contract be sent over and they are not at liberty to pick a date without having access to <br />Mrs. Ramsey's schedule. <br />J. Thomay made a motion to approve Ramsey & Associates to administer the building inspector <br />exam and instruct the clerk to contact Mrs. Ramsey to determine availability of testing dates, and <br />to contact Mr. Conway regarding the resources he wishes to include in the test. The motion was <br />seconded by M. Ubaldi and unanimously approved. <br />Mr. O'Malley commented on the information received relating to filling the position. The first is a written examination and the second <br />component being the writing of an essay by the applicant. The weighting score of both test <br />components will be the determining factor that establishes the final score. The weighted factors to <br />be used are as follows: 80% for the written portion of the examination and 20% for the essay <br />portion of the examination. The formula to be used is as follows: Written (score X 4) + essay score. <br />Essay scores are given a number (1 to 10) points (10 being the best). Add a zero to the essay score. <br />Example: If a score of 4 is achieved then add a zero (40), then divide by 5 weighted score. <br />Mr. Thomay said there are two components to the test. They were in the process last year of preparing a <br />test and they decided to use 80% written and 20% for the essay portion. He said Mr. Conway was clear <br />about having an essay as part of the test. There was discussion about including the formula that is used <br />for determining a final score. Mr. O'Malley asked if the essay would be comparable to the oral <br />assessment the firefighters had in their test. He said he is suggesting the testing company score the <br />written from 0-100% and score the essay 0-100% and then weigh them. Mr. Thomay said that would <br />make sense. Mrs. Giesser said she believes the formula is spelled out in the civil service rules. Mr. <br />O'Malley said they still get to the same end result. <br />J.
