She <br />invited the commissioners to come to the testing site to be introduced and to introduce the testing <br />company. Ms. Giesser reviewed that there would be no meeting in February to accommodate the <br />test and meet March 1, 2004 and March 15, 2004. Mrs. Rote questioned if an explanation should <br />be given regarding the second provisional hire made. Mr. O'Malley reviewed that he believed that <br />the Safety Director was acting on the assumption that the commission's authorization for the <br />original provisional appointment, which resulted in hiring a gentlemen who then quit. The <br />appointing authority then acted on the assumption the blessing for a provisional hire was still in <br />effect and hired a second candidate. Ms.. Giesser voiced that she did not recall the commission ever <br />being asked for a blessing or the right to do a provisional hire. Her recollection was that the <br />commission was just given notice that the appointing authority was doing a provisional hire. Mr. <br />O'Malley indicated that although the commission did not receive a second letter the second <br />provisional hire was not put in place, the job offer was rescinded. Ms. Giesser voiced that she <br />would hope that there would be no further provisional hires before the test is completed. Any hires <br />from this point on are not eligible to take this exam as the closing date has past, therefore that <br />individual would loss their job once the list is certified. <br />VI. ADJOURNMENT: <br />R. Giesser moved to adjourn the meeting at 7:15 p.m. M. Ubaldi seconded the motion which <br />was unanimously approved.
